在后工业化、老龄化、全球化等背景下,增加托幼服务供给成为全球性的政策选择。经过几十年的发展,西方发达国家的托幼服务治理模式存在显著的制度差异,形成了三种典型的托幼服务治理模式:托幼整合模式(以瑞典为例)、托幼分离的双轨模式(以法国为例)和托幼关系复杂的多元模式(以美国为例)。不同治理模式的形成和变革受制于其所处的社会、经济和制度环境,在发展中也面临着不同的挑战。新时期我国建构托幼服务治理体系应该采用分阶段策略,建立合理的成本分担机制,鼓励地方实践的多元化,并最终完成托幼服务的整合。 相似文献

In this paper, a novel semi-active variable admittance (VA) concept is proposed, and a seat suspension prototype with a magnetorheological fluid damper based rotary VA device is designed, manufactured, and experimentally validated. The conventional inerter with a single flywheel has a constant inertance, which can effectively improve the suspension performance by being integrated into a mechanical network with springs and dampers. The proposed rotary VA device comprises a gear reducer, two flywheels and a variable damping (VD) device which is used to connect the two flywheels. With carefully designing, the rotary VA device is compacted and is similar with a VD device in size. The rotary VA device is installed in the centre of a seat suspension's scissors structure to form a VA seat suspension. According to the test results, the equivalent inertance of the seat suspension can vary from 11.3 Kg–76.6 Kg with a 3 Hz frequency and 5 mm amplitude sinusoidal movement by changing the current from 0 A–1 A. By analysing the system characteristics, a hybrid controller with two acceleration feedbacks is proposed. Thereafter, the seat suspension and controller are validated in experiments by comparing the performance with a conventional passive seat suspension. The random vibration test shows the excellent performance of the proposed seat suspension; the frequency weighted root mean square acceleration of the seat is reduced by 43.6%, which indicates a great improvement of the ride comfort. Chinese kindergartens’ over 110 years of adaptation of foreign models is a vivid example of how globalization comes into direct contact with Chinese culture and creates cultural hybridities. Learning Stories as a narrative assessment tool to children’s development from New Zealand, has swept China with the endorsement from the professional organizations and local authorities, especially attracting many followers in Beijing. Based on a two-year participatory action research in Beijing, the article examines Learning Stories as policy borrowing, redesigned as an innovative reflection tool for professional learning community which results from processes of mutual influence between the global and the local. The article highlights the importance of culture and context in considering professional development and the ‘fluid’ and dynamic nature of ‘glocalization’ working towards integration of globalization and localization. Furthermore, borrowing or learning foreign policies in preprimary education can be seen as one of governmental strategies to assimilate education more thoroughly than ever before into a network of disciplinary procedures and voluntary self-control. 相似文献

[目的/意义]旨在构建图书馆未成年人阅读障碍群体服务评价指标体系,为图书馆进行未成年人阅读障碍症群体服务评价提供参考依据。[方法/过程]运用德尔菲法分别构建基于图书馆自身评价及未成年人阅读障碍群体(及其家长)的阅读障碍服务评价指标体系。[结果/结论]本文构建的指标体系中基于图书馆自身评价的一级指标6个、二级指标18个,基于未成年人阅读障碍群体(及其家长)评价的一级指标6个、二级指标26个。指标体系构建注重多主体评价,突显未成年人阅读障碍群体需求特征。 相似文献

本文主要通过文献资料法、数理统计法等研究方法,对笔者所在院校的校园体育活动现状进行研究。目前学院所开展的体育活动除了常规的体育课程,还包括学院运动会、春秋季体育节、社团体育活动、"运动世界校园"健康跑、校外体育竞赛以及学生体质健康测试。提出四点优化校园体育活动的方法:首先,丰富社团组织形式,吸引学生参与社团活动;其次,增加运动会项目,让学生有更多的锻炼机会;再者,改进体育节活动,鼓励学生积极参与;最后,完善体育设施,提高学生体育锻炼的机会。 相似文献
