The consulting‐oriented field of performance improvement is ideally based on a radically empirical foundation. We are supposed to be data driven and evidence based and to derive all of our processes and all of our advice to clients from empirical evidence (which can be either qualitative or quantitative) that allows us to make clear and distinct links from cause to effect. But much of the time we are simply unable to make conclusions based solely on actual performance data that unambiguously shows us a clear path for identifying gaps and effecting changes. Evaluation studies of the Bayh-Dole Act are generally concerned with the pace of innovation or the transgressions to the independence
of research. While these concerns are important, I propose here to expand the range of public values considered in assessing
Bayh-Dole and formulating future reforms. To this end, I first examine the changes in the terms of the Bayh-Dole debate and
the drift in its design. Neoliberal ideas have had a definitive influence on U.S. innovation policy for the last thirty years,
including legislation to strengthen patent protection. Moreover, the neoliberal policy agenda is articulated and justified
in the interest of “competitiveness.” Rhetorically, this agenda equates competitiveness with economic growth and this with
the public interest. Against that backdrop, I use Public Value Failure criteria to show that values such as political equality,
transparency, and fairness in the distribution of the benefits of innovation, are worth considering to counter the “policy

ABSTRACTIn the modern world, glass windows are considered an indispensable element of the built environment. Throughout premodern times, however, glass was not universally used in European architecture. This article argues that the rise of glass in Western architecture was neither an inevitable nor a linear process, but rather a response to certain social, cultural and environmental factors that gained increasing relevance from the late medieval period onwards. In other words, glass windows are a cultural convention, reflecting some of the wide-ranging and transformative challenges that Europeans faced in the late medieval and early modern period. 相似文献

Interest is growing in better understanding how teachers think and how they come to think like teachers. From a theoretical orientation informed by insights gained from symbolic inter‐actionism, recent research in the role metaphors play in self‐understanding, and schema theory, the authors present a case study of the first year of teaching of a divorced mother of five young children. Over the course of the year this teacher's understanding of herself as teacher changes, as indicated by changes in her personal teaching metaphor, teacher is nurturer. The reasons for these changes are explored. Of particular note is the struggle this teacher has balancing the demands of home and work.
