Many years after the introduction of the innovation system concept in innovation policy design, it is still not clear whether innovation policy evaluation practices follow a system approach. Building on evaluation and innovation studies, this article develops the concept ‘system oriented innovation policy evaluation’ based on four attributes (coverage, perspective, temporality and expertise). The attributes are used as analytical devices for gathering extensive empirical evidence on the actual practices of EU28 member states. The findings show that few countries have developed a type of innovation policy evaluation that is system oriented. The advent of a system approach to innovation policy evaluation offers the opportunity of comprehensive, contextualized and evidence-based innovation policy-making. However, there are still serious obstacles as such an approach requires important knowledge and organisational capacities. Overcoming these obstacles would need more decided evaluation capacity-building at the national level.  相似文献

As the capabilities of artificial intelligence (AI) systems improve, it becomes important to constrain their actions to ensure their behaviour remains beneficial to humanity. A variety of ethical, legal and safety-based frameworks have been proposed as a basis for designing these constraints. Despite their variations, these frameworks share the common characteristic that decision-making must consider multiple potentially conflicting factors. We demonstrate that these alignment frameworks can be represented as utility functions, but that the widely used Maximum Expected Utility (MEU) paradigm provides insufficient support for such multiobjective decision-making. We show that a Multiobjective Maximum Expected Utility paradigm based on the combination of vector utilities and non-linear action–selection can overcome many of the issues which limit MEU’s effectiveness in implementing aligned AI. We examine existing approaches to multiobjective AI, and identify how these can contribute to the development of human-aligned intelligent agents.  相似文献

In this paper we discuss the social and ethical issues that arise as a result of digitization based on six dominant technologies: Internet of Things, robotics, biometrics, persuasive technology, virtual & augmented reality, and digital platforms. We highlight the many developments in the digitizing society that appear to be at odds with six recurring themes revealing from our analysis of the scientific literature on the dominant technologies: privacy, autonomy, security, human dignity, justice, and balance of power. This study shows that the new wave of digitization is putting pressure on these public values. In order to effectively shape the digital society in a socially and ethically responsible way, stakeholders need to have a clear understanding of what such issues might be. Supervision has been developed the most in the areas of privacy and data protection. For other ethical issues concerning digitization such as discrimination, autonomy, human dignity and unequal balance of power, the supervision is not as well organized.  相似文献

This paper addresses the problem of designing a state observer for a class of nonlinear discrete-time systems using the dissipativity theory. We show that the dissipative observation methodology, originally proposed by one of the authors for continuous-time nonlinear systems, can be extended to the discrete-time case. For constructing a convergent observer, the methodology is applied to the nonlinear estimation error dynamics, which is decomposed into a discrete-time Linear Time-Invariant (LTI) subsystem in the forward loop, connected to a time-varying static nonlinearity in the feedback loop. In order to assure asymptotic stability of the closed-loop, complementary dissipativity conditions are imposed on each of the subsystems: (i) the static nonlinearity is required to be dissipative with respect to a quadratic supply rate, and (ii) the observer gains are designed such that the LTI system is dissipative with respect to a complementary supply rate. As in the continuous time framework, the proposed method includes as special cases, unifies and generalizes some observer design methods proposed previously in the literature. A great advantage of the Dissipative Observer Design Method proposed here is that it leads to Matrix Inequalities for the design of the observer gains, and these can be usually converted into Linear Matrix Inequalities (LMI’s). The results are illustrated using Chua’s Chaotic system.  相似文献

Portuguese schools hold important collections, most organised in the late nineteenth and early twentieth centuries. This scientific heritage, however, is still to be discovered. This article focuses on the creation, development, and role of natural history collections in Portuguese secondary schools, between the second half of the nineteenth century and the early twentieth century, that is, before and after the introduction of laboratory-based teaching in science education. Material culture is thus used to expand the current narrative of science teaching in Portugal, by tracking these kinds of collections. Contrary to the current view on science teaching in Portuguese secondary education, in this article I argue that by focusing on collections, and more generally on the material culture of secondary schools, a new picture emerges that contradicts the traditional discourse emphasising the scarcity of appropriate school buildings, infrastructure, and equipment. A brief overview of the current state of Portuguese natural history teaching collections is also provided, drawing attention to their vulnerability, given the absence of a general policy or guidelines orienting its conservation.  相似文献

The purpose of the study was to examine the minimum number of monitoring days for reliably estimating physical activity (PA) and sedentary behaviour (SB) from accelerometer data in older adults. Forty-two older adults from a local senior centre participated in this study. Participants wore an ActiGraph wGT3X-BT on the right hip for 7 consecutive days. Accelerometer data were downloaded to a computer and converted to activity count data in 60s epochs. Time spent in SB and different PA intensity categories were estimated with commonly used activity count cut-points. Participants with at least 7 valid days of monitoring (≥10 h.day?1) were included in the analysis. Intraclass correlation coefficients (ICC) were calculated for determining single-day monitoring reliability. The Spearman-Brown prophecy formula was used to estimate the minimum number of monitoring days required for achieving an ICC of 0.80. Single-day ICC values for time spent in SB and PA intensity categories ranged from 0.45 to 0.61. Minimum number of monitoring days required for achieving an ICC of 0.80 ranged from 2.5 to 4.9 days. In this study, a minimum of 5 consecutive days of monitoring was required for reliably estimating SB and PA from accelerometer data in older adults.  相似文献

This study aimed to test the effects of mental (i.e. executive) load during a dual physical-mental task on ratings of perceived exertion (RPE), affective valence, and arousal. The protocol included two dual tasks with matched physical demands but different executive demands (2-back and oddball), carried out on different days. The procedure was run twice to assess the sensitivity and stability of RPE, valence and arousal across the two trials. Linear mixed-effects analyses showed less positive valence (?0.44 points on average in a 1–9 scale; Rβ2 = 0.074 [CI90%, 0.052–0.098]), and heightened arousal (+0.13 points on average in a 1–9 scale; Rβ2 = 0.006 [CI90%, 0.001–0.015]), for the high executive load condition, but showed no effect of mental load on RPE. Separated analyses for the two task trials yielded best-fitting models that were identical across trials for RPE and valence, but not for arousal. Model fitting was improved by assuming a 1-level autoregressive covariance structure for all analyses. In conclusion, executive load during a dual physical-mental task modulates the emotional response to effort, but not RPE. The autoregressive covariance suggests that people tend to anchor estimates on prior ones, which imposes certain limits on scales' usability.  相似文献

Purpose: The net height in tennis (0.91 m) is approximately 50% of a professional tennis player’s height. Children are also expected to play with this net height, even though it is approximately 70% of the average 10-year-old’s height. This study examined the immediate effect of lowering net height on the performance characteristics of skilled junior tennis players aged 10 years and younger. Method: Sixteen players were matched in 8 pairs of even tennis ability and same sex. Each pair played 25-min singles matches in 4 conditions that varied in net height (0.91 m, 0.78 m, 0.65 m, and 0.52 m). Match-play characteristics were analyzed via video replay. Results: Results showed that lowering the net height to 0.65 m and 0.52 m led to players adopting a more attacking style of play, as evidenced by a significant increase in the number of winners without a commensurate increase in errors and more shots struck inside the baseline. Lower nets also led to a greater percentage of successful first serves. The lowest net (0.52 m), however, reduced rally length significantly and therefore decreased hitting opportunities. Conclusion: These results offer support for equipment scaling to enhance match-play performance for skilled junior tennis players. We propose that current net height recommendations for junior tennis should be revised.  相似文献

With their prospect for causing both novel and known forms of damage, harm and injury, the issue of responsibility has been a recurring theme in the debate concerning autonomous vehicles. Yet, the discussion of responsibility has obscured the finer details both between the underlying concepts of responsibility, and their application to the interaction between human beings and artificial decision-making entities. By developing meaningful distinctions and examining their ramifications, this article contributes to this debate by refining the underlying concepts that together inform the idea of responsibility. Two different approaches are offered to the question of responsibility and autonomous vehicles: targeting and risk distribution. The article then introduces a thought experiment which situates autonomous vehicles within the context of crash optimisation impulses and coordinated or networked decision-making. It argues that guiding ethical frameworks overlook compound or aggregated effects which may arise, and which can lead to subtle forms of structural discrimination. Insofar as such effects remain unrecognised by the legal systems relied upon to remedy them, the potential for societal inequalities is increased and entrenched, situations of injustice and impunity may be unwittingly maintained. This second set of concerns may represent a hitherto overlooked type of responsibility gap arising from inadequate accountability processes capable of challenging systemic risk displacement.  相似文献

Post-mortem privacy is becoming a vital topic of public and scholarly legal concern. Post-mortem privacy is understood as the right of a person to preserve and control what becomes of his reputation and dignity after death. The assumption that the deceased does not qualify for privacy rights, because his bodily presence has been terminated, no longer holds in our networked society. In the digital age, the phenomenon of the digital legacy that an Internet user leaves behind after his demise, has led to new challenges for the legal system. The deceased is no longer in a position to exercise human autonomy as an active agent. The article reconsiders the notion of human autonomy with regard to these digital representations. Taking the point of view that the control over personal information (also known as informational self-determination) is essential in protecting one’s privacy in the antemortem life, the article explores whether this principle may have validity in the postmortem context. Legal philosophical arguments are advanced in a discourse about the quandary if digital personae of deceased persons can be bestowed with a legal basis of personality rights and concomitantly privacy rights. Therefore much attention is given to the problem of the subject, which does not seem to be functioning in the case of the absence of a living subject. Briefly referring to novel personae, it is argued that fundamental human rights need not be limited to the rights of living human beings.  相似文献
