This paper proposes a design for a low cost network model designed for rural and remote areas of the globe. It presents a six component framework, comprised of technical and non-technical issues that will guide a successful design and deployment of a community size wireless network. The authors conducted a number of studies in England and Tanzania to study available technologies, their potentials and shortcomings. They also studied challenges facing remote areas of developing countries as well as the challenges that face network operators in developing countries. Using the outcomes from these studies, they designed a model that takes a holistic approach to address these challenges. The designed model uses WiMAX technology as a key factor in creating a low cost community owned network. Practical and simulation tests show that a single base station WiMAX network is capable of covering up to 10 km radius community, linking wirelessly with acceptable quality services. Designed model is suitable for small communities in rural and remote areas in developing countries. Network designs are useful for anyone looking to build campus size wireless networks.  相似文献

Facilitated by electronic government, public agencies are looking for transformational change by making a radical improvement. At first glance, this development is similar to the business process re-engineering (BPR) movement in the private sector. While policy makers and practitioners in the public sector have branded their recent improvements as BPR, the academic and research community have thus far eluded from making any comparisons. This has left a vacuum in terms of understanding the complexity of the challenges facing e-Government re-engineering and resultant change in public agencies. The aim of this paper is to translate the BPR movement findings to the field of e-Government induced change in the public sector. BPR characteristics and challenges are derived using normative literature and compared with two cases of public sector transformation in the UK and Netherlands. The results of these cases show that e-Government-induced change requires a plan for a radical improvement which, in contrast to BPR, is obtained by incremental steps and has a high level of participation. The findings offer policy makers valuable insights into the complexities and possible strategies that may need to be followed in order to succeed in e-Government implementation.  相似文献

This examination of how the general public uses commercially provided e-mail and blog services to keep their personal documents and history supports exploration into how information professionals can assist the general public in archiving their data, with a view to preservation for future generations and historians. An online survey was conducted to gather data on the current status of e-mail and blog usage, users’ perceptions on archiving their contents in e-mail and blogs, and the expectations for and functionalities of archiving tools users find useful or necessary. A total of 345 e-mail and blog users participated in the survey. Participants were found to be well aware of the risk of losing their content in e-mail and blogs, and of the fact that most e-mail and blog services do not provide any method of backing up content. Participants valued the content related to their personal history highly and would have liked to have it preserved; however, they had not located many acceptable tools for preservation. Despite this, information professionals have not been actively engaged in meeting such users' needs.  相似文献

This study explores an online information literacy module that uses problem-based learning (PBL). The goal was to enable students to experience information literacy in a richer way, by moving away from a focus on locating information sources to one of information use in the construction of knowledge. A content analysis of the research journals and reflection papers of students (N = 15) in a distance education school library media administration endorsement program suggests that PBL was an effective approach for some students, but not others. Some students were motivated by working on authentic problems, and at least half the students engaged deeply with information and discovered new questions and angles for research during the process. These students applied more sophisticated evaluation strategies and were more metacognitive in their thinking, assessing their progress and shifting strategies as they progressed through the module.  相似文献

Aspects of the role of information in strategic decision-making by executives in industry are hardly ever mentioned in management research publications. We therefore investigate in this paper the way information is obtained, analysed, judged and applied by executives in industry that have to take strategic decisions. We interviewed executives from thirteen companies in The Netherlands and in Germany about the stages in the decision process that they followed in thirty two recent decisions they had to make.We found that executives that follow a rational approach collect and use ample information in a structured decision-making process passing through a number of distinct phases in time. In this process, information plays a crucial role in reducing uncertainty. Over all discussions held, the aspect of the quality of the information used by the board was stressed. We could only obtain circumstantial evidence of changes in the decision making process caused by developments in new information acquisition and analysis methods such as use of the Internet becoming common practice. But we can affirm that with more relevant information available, discussions in the boardroom on issues affecting the choices and alternatives can now be better controlled and rational decision-making is thus facilitated.  相似文献

Software as a Service (SaaS) is regarded as a favorable solution to enhance a modern organization's IT performance and competitiveness; however, many organizations may still be reluctant to introduce SaaS solutions mainly because of the trust concern—they may perceive more risks than benefits. This paper presumes that an organization will augment the trust of adopting SaaS solutions when perceived risks decrease and/or perceived benefits increase. To gain insights into this issue, a solution framework using a modified Decision Making Trial and Evaluation Laboratory (DEMATEL) approach is proposed. The core logic is to treat perceived benefits and perceived risks as two distinct themes so that a visible cause–effect diagram can be developed to facilitate the decision makers. A case study is conducted on a Taiwanese company—one of the world's leading manufacturers in the niche and specialized resistor markets. The findings suggest that the case company concern more about strategic-oriented benefits than economic-oriented benefits and more about subjective risks than technical risks. Some implications are addressed accordingly.  相似文献

Using netnographic evidence on iPhone usage, this study suggests that devoted and innovative consumers adopt and use new technology for hedonic experiences and social positioning, which generates experiential outcomes. This article presents an interpretive analysis of consumption behavior of iPhone users after their experience with iPhone v1 and its successive iterations, prior to the release of Apple's latest model the iPhone 4. The day the iPhone v1 was released was dubbed iDay1 by Apple brand aficionados, and the anticipated release date of the iPhone 4 iDay2. While the original iPhone v1 was seen as very cutting edge, successive releases (the iPhone 3G and iPhone 3GS), were far less innovative. Each successive iPhone release has not had as devout a following as the original. This raises the question: will innovation seeking consumers abandon the iPhone for a newer, more technologically innovative device? This study suggests that innovators prefer really new products instead of upgraded ones, because they cannot see the advantage of using an upgraded version of a product which has already been widely adopted.  相似文献

Underlying much twentieth century rhetorical theorizing has been the intuition that functionally and instrumentally, rhetoric requires a complement, for instance, dialectic or “dialogic.” While the work of Maurice Natanson, Richard Weaver, and recent rhetoricians of inquiry provides a dialectical complement to instrumental rhetoric, another tradition in rhetoric represented by the work of Wayne Brockriede and Allen Clark explores dialogue as a complement to instrumental rhetoric. This essay postulates that the philosophy of dialogue developed by Martin Buber provides a coherent grounding for a dialogical/ontological rhetoric. It contrasts, respectively, instrumental and dialogical conceptions of the rhetorical situation and instrumental and dialogical characterizations of the rhetor, the rhetor's purposes and modes of influence. It concludes with a discussion of research issues confronting those interested in further development of a dialogic rhetoric.  相似文献

Abstract

Interprofessional education (IPE) involves cross disciplinary learning, teaching, and supervision to foster greater interdisciplinary collaboration. In the field of medicine, this training approach has been adopted to improve collaboration amongst health care professionals. Rarely has this approach been adopted in regard to the preparation of student teachers. Yet professionals from the disciplines of general and special education, school social work, and school psychology often must work together and with families and pupils. A rationale will be forwarded for offering IPE to graduate students in these fields before they graduate. A multi departmental project was undertaken to design a new IPE training programme to foster collaborative knowledge of, dispositions towards, and skills in family school partnering. The components of the programme, the proposed criteria to gauge the success an initial pilot of the programme, and challenges faced in setting up such cross-discipline training will be described with lessons learned for the future.  相似文献
