探索政府开放资料在台湾的发展现况:研究发现政府机关在其信息公开发展已经成熟之际,更持续地进一步施行更为全面的政府资料开放,相关主管机关已经在法制层面开始规划研拟,以逐步完成政府开放资料环境之整备;实证数据显示,政府开放数据实行对于政府信息增值有直接的影响,可以协助公众更有效率地获取政府数据与信息以从事增值应用,并减少公众在使用政府信息增值时所面对的困难;研究建议政府从法令规范、开放数据平台、开放数据面向、技术与格式标准、开放数据的推广与授权使用机制之6个方面,推动政府开放数据政策的落实。  相似文献

Group contingencies have the advantages of encouraging individual students to collectively feel responsible for appropriate and inappropriate classroom behaviors and have shown effectiveness in improving students' behavior. The purpose of this study was to investigate the effects of a random dependent group contingency on the on‐task behaviors of six high school students with high incidence disabilities in a resource classroom. The study used an ABAB reversal design, and the results of the study indicated that the random dependent group contingency intervention was positively associated with increases in on‐task behaviors for three of the six participants. Limitations and implications are discussed in relation to dependent group contingencies for high school students. © 2009 Wiley Periodicals, Inc.  相似文献

This study discusses chaotic traffic flow. The discrete dynamic model proposed herein is derived from both the flow-density-speed fundamental diagram and Greenshield's model. The model employs occupancy as its variable and the ratio of free flow and average speed as its control parameter. The function form of the model is equal to logistic map that bifurcates when the value of the control parameter increases. Chaotic traffic means that traffic becomes unstable and unpredictable, which is dangerous for driving. Therefore, this study considers the implementation of chaotic control in signal or ramp metering design so as to stabilize the chaotic traffic phenomena. Research on transnational Higher Education governance has provided a thesis explaining how East Asian states have successfully selectively blended elements of globalisation in Higher Education with their pre‐existing regulatory regimes. However, this paper argues that the thesis overlooks the significance of local politics in understanding the formulation of Higher Education policy, thus insufficiently acknowledging the indeterminacy that arises in the globalisation process. To address this argument, this paper examines the transnational Higher Education development in Singapore and Hong Kong and explains how political resistance and corresponding policy changes that emerged in these two societies help reconceptualise transnational Higher Education governance.  相似文献

The present paper examines the experiences of teachers in teaching children with special needs in mainstream schools and how they see and evaluate the feasibility of the new integration initiatives in Hong Kong. The data are based on individual and focus group interviews with general class teachers, resource class teachers and principals of mainstream schools admitting students with special needs. Teachers reported difficulties and problems in maintaining classroom discipline and ambivalence in meeting the competing demands between students with and without special needs. The structural constraints of implementing a rigidly defined curriculum and being accountable for good academic results regardless of student competence pose formidable obstacles in achieving the goals of integrated education. There is a conflict at the systemic level between the philosophy of academic excellence defined by grades on the one hand and the philosophy of equality and inclusion on the other. Improving parent participation, having an ample supply of funds, the provision of necessary equipment and facilities, the availability of pre‐ and in‐service training to teachers, and additional manpower in counselling are the most urgently needed resources in facilitating teachers to engage in teaching students with special needs alongside others.  相似文献

Based on a content analysis of evening newscasts by the three television stations in Taiwan, this study examines the patterns of news sources selection and presentation in television news. The results of this study show that television news relies heavily on government officials who are primarily middle‐aged men in executive positions located in the capital city of Taipei. These findings suggest that the central government officials in Taipei appear to be the primary definers of social reality. TV news portrays only a very limited view of the society. In conclusion, this study suggests that with the management and content tightly controlled by the state, Taiwan's television news consists primarily of official rituals.  相似文献

To explore the impact of Internet pornography on users as compared with traditional forms of pornography, a total of 1688 adolescents in Taiwan were surveyed. Results show that respondents estimated the harms of Internet pornography to exceed that of pornographic materials in print and broadcast media. More importantly, findings show that exposure to Internet pornography resulted in desensitizing effects in that users tended to perceive the harms of Internet pornography as less on self and others. In addition, exposure was found to be negatively related to support for restrictions of Internet pornography, but the perceived harm on self was found to be positively related to support for restrictions. Finally, the joint effects of the first and third-person effect (the second-person effect) were shown as a more reliable predictor of behavioral intention than the third-person perception. Findings help resolve the contradiction in past research that reported the third-person perception as both a significant and non-significant predictor of support for restrictions on pornography.  相似文献

The standard of English of Hong Kong students is a matter of considerable debate. Academics, business people and others bemoan the deterioration of English-speaking skills and the declining quality of students. Explanations for this situation include the introduction of mass education, the lack of trained English teachers and an exam-centred curriculum. Yet, little research has been undertaken concerning student intellectual ability and English skills. This short report examines the English skills of 146 undergraduates using the ACER Word Knowledge Test - Form F , and their abstract reasoning ability using Raven's Standard Progressive Matrices. The results show that Hong Kong students, while low in English skills are superior in intelligence. Although exploratory and subject to qualification, the research has implications for the teaching and continued use of English in Hong Kong schools and universities.  相似文献
