The business process outsourcing industry has got disrupted, first by the significant shift in value creation activities from the clients to the service providers, and second by pervasive digital penetration, resulting in the emergence of Digital Transformational Outsourcing (DTO). Service providers now play a more significant role, making their capabilities important. In the new context, service providers require a uniquely different set of dynamic capabilities to handle end-to-end business functions on behalf of their clients while delivering digital value propositions.We study 26 of the largest global business process outsourcing providers to conceptualise and identify six dynamic capabilities of service providers salient in the new context, i.e., consultative, orchestration, insights, network management, knowledge access, and standardisation. Interviews conducted with industry experts provided evidence in support of the identified dynamic capabilities. A novel firm capability dataset was created using secondary data, and using fuzzy-set Qualitative Comparative Analysis (fsQCA), we identify configurations for high and low performance and find them to vary by the firm's broad/narrow scope.  相似文献

Ordinary markets allow parties, not the state, to value property and projects. But they do not account for subjective value in such traditional contexts as condemnation. An awareness of these nonmarket values helps overcome any categorical opposition to the use of the contingent valuation method (CVM) to value cultural and environmental resources. But accurate CVM should measure all values, positive or negative, tononowners; it should apply generally to any substitute projects; and it should seek to account for diminishing marginal value of additional resource units. CVM should be used only to aggregate nonmarket preferences, not to skew the political debate to cultural or environmental objectives.  相似文献

Ensuring employees' compliance with information security controls is a major challenge experienced by the management of information security in organisations. While the investment in information security has been increased recently, many organisations around the world have failed to avoid security threats and data breaches because of noncompliant employees. This study proposes a model to explore employees' differences and identifies the factors that can shape their perceptions and intentions toward compliance. The model was examined and validated in a Saudi Arabian government organisation using partial least square structural equation modelling. The results of this study support the validity of the research model and disclose the factors that have a significant influence on employees' intentions toward compliance, particularly in Saudi Arabia's public organisations. To the best of our knowledge, this is the first study to investigate employees' perceptions and intentions toward complying with information security controls in public organisations across all regions of Saudi Arabia. The study contributes to the information security management domain in terms of the model's validity, which can be used to explore the influence of the identified factors on employees' perceptions and intentions toward complying with information security controls in different cultural and environmental contexts.  相似文献

According to public management theory and existing research on information technology (IT) value creation in the public sector, governments should actively strive to generate greater public value with IT, and the capability of public service delivery is at the center of this public value. In this study, we focus on efficiency gains in public service delivery through IT in municipal governments. First, we answer the research question: How much euro efficiency is gained in public service delivery by €1 increase in share of IT costs relative to total municipal costs? Second, we focus on contextual effects of these efficiency gains, by analyzing the effects of workforce mean age, workforce age dispersion and training costs. We use data from Dutch municipalities and study these efficiency gains in the period 2014–2018. Our empirical strategy encompasses a two-step procedure combining a stochastic frontier model and ordinary least squares models. Our analysis suggests that share of IT costs relative to total municipal costs (in short: share of IT costs) can explain efficiency in public service delivery by municipalities. Our results indicate that an increase of €1 in favour of share of IT costs leads to a net cost efficiency gain of €1.08. We also show that this effect in efficiency gains diminishes with a higher share of IT costs. Our results also show that workforce mean age, workforce age dispersion and training costs do not influence the relation between share of IT costs and efficiency.  相似文献

在数据时代背景下,反兴奋剂数据跨境转移已成为反兴奋剂领域的新趋势。世界反兴奋剂机构(WADA)进行数据跨境转移有利于全球范围内的反兴奋剂管制、教育、研究,符合公共利益的要求,具备合理性和合法性基础,但依然会对运动员个人数据权利和国家数据主权带来潜在风险。在《通用数据保护条例》语境下,WADA可以通过“在充分条件基础上的转移”和“遵守适当保障措施的转移”2种方式进行数据跨境转移,但鉴于二者存在的缺陷,还需要从EDPB数据跨境转移机制、最小范围原则、告知义务等方面对WADA数据跨境转移加以限制。我国应合理借鉴相关经验,推进反兴奋剂数据转移立法,完善反兴奋剂数据行业规范,加强反兴奋剂领域国际合作。  相似文献

随着我国竞技体育的不断发展,各种体育纠纷不断,其中以薪资争议最为典型,对此我国主要依赖非专业化的行政机关和体育组织的调解和裁决方式加以解决。目前我国缺失专业化的体育仲裁制度,现行的法律法规对竞技体育纠纷诉诸仲裁的规定流于空泛,相关实践的法理正当性亦有待确认。竞技体育薪资争议具备简明化、专业化、全球化特征,与我国政策走向高度契合,对其诉诸体育仲裁存在可能性。虽然我国短期内无法建立健全独立的体育仲裁制度,但可通过渐进式改革的方式,遵从我国法律创制由简入繁的体系思路,先行引入美国最终报价仲裁制度。从具体实践来说,最终报价仲裁制度本土化需上升至法律的层级,加强对程序的映射,引入合比例性测试。  相似文献
