A completion rate of an institution I of year x is defined as the proportion of starting students during year x that succeed in graduating at I at some point in the future. In this paper, a new method is proposed to estimate such completion rate. This indicator is entirely based on the population of drop-out students during one academic year x at the institution I. The proposed method is not based on a cohort of students so it allows an estimation of the current school effectiveness without substantial delay. Furthermore a statistical framework is presented in which completion rates can be studied. The proposed methodology results in a statistical estimator with a bias that stays small under appropriate assumptions. 相似文献

In 2005 Chilean congress approved a bill that established a new funding tool for higher education funding through a "private system" of student loans (named CAE). The system aimed to support higher education inclusion among students with academic merits overcoming the lack of resources for ensuring access. Politicians have referred to this reform in higher education funding as a critical factor for expanding higher education enrollment. By its immediate results, it is a great strategy to cope with inequality and social mobility issues. However, there is little empirical evidence about labor market variables' overall effects, such as gender discrimination. This work attempts to estimate the new instrument's impact on the three standard measures of gender labor discrimination: labor participation, the gender wage gap, and the glass ceiling. The empirical strategy uses a difference-in-difference approach to provide estimates. The results indicate that the CAE policy changed women's labor market participation and contributed to close the gender pay gap in the labor market. However, the glass ceiling increased in the entire labor market, but not in the white-collar job market in specific. 相似文献

In October 2015, Korea launched its first massive open online course (MOOC) program entitled K-MOOC. This study analyzes the K-MOOC learner data provided by the National Lifelong Learning Agency. The data include the 272 courses implemented between 26 October 2015, and 31 August 2017 and the participants who took the said courses. The number of participants in the K-MOOC courses in the same period stands at 289,163. The average completion rate of K-MOOC was 9.3%. It is not far below the average completion rate of MOOCs in general, which is known to be 10% or lower. A comparison between Korea’s K-MOOC and the United States’ edX, which consists of similar courses to the former, shows that the most visible difference between the two lies in the average number of participants per course. An average K-MOOC course is taken by 1,063.1 participants, whereas an average edX course serves 15,341.5 participants. Moreover, there were 91% of participants who accessed the K-MOOC courses from their host country, whereas it was 29% for edX. 相似文献

Bibliographically coupled patents reveal a temporal pattern associated with their ages (how long ago they have been issued) and spans (their distance in time). The coupling strength of the aged or long-spanned patent pairs may be inherently limited, especially for fields that reveal patent and reference expansions. This study proposes a simple measure, combined relevance (CR), to counter such impact. Unlike traditional measures, CR provides more balanced treatment to short- and long-spanned but favors more aged patents pairs. A fixed CR threshold may be more safely applied with a reduced possibility of erroneously removing patent pairs that are truly related. For observing long-term knowledge dissemination or tracing overall development trajectory, CR may be an alternative. 相似文献

清晰定位当前我国教育发展所处的具体历史阶段,准确把握现阶段的主要矛盾,是我国教育改革与发展的现实要求。与人类教育发展的一般历程相近,我国教育发展经历了古代教育与现代教育两个大阶段。清末"兴学校"废科举"是我国教育从古代教育演化为现代教育的基本标志。20世纪以来我国教育的发展探索,是不断确立完善中国现代教育体系的实践过程。我国现代教育百余年的发展历程,依据教育发展主要矛盾的变化,可以区分为体系创建、规模扩张、质量提升三个基本阶段。当前,我国教育发展正处在由规模扩张阶段向质量提升阶段过渡的特殊时期,为迎接质量提升时代到来而精心准备,是当前教育理论与实践探索的共同使命。 相似文献
