中国县级地区财力差距及其影响因素研究   总被引:1,自引:0,他引:1  
县级地区的财政状况直接影响民众享受的公共服务水平和经济福利,让公共财政的阳光照耀农村的关键环节也是县级政府。在利用1993-2005年中国县级地区的财政数据基础上,对县级地区本级财政收入差距及其影响因素进行了分析,发现中国县级地区财力差距十分悬殊,财力不均等存在上升趋势;同时,财力不均等呈现很高的持久性,且这种持久性还呈不断上升的趋势。此外,地区间的人口规模、经济发展水平、产业结构、城市化、地理条件及地区特有的政策、制度等因素对地方自有财力存在显著影响,其中经济发展水平、产业结构和省际差异是引起县级地区财力差距的主要因素。因此,为了使县级地区的公共支出达到起码的均衡,最主要的手段只能依靠上级财政、特别是中央财政的转移支付。财政转移支付应该发挥更大的均等化效应。  相似文献

Student persistence and completion are paramount in higher education, and institutions are employing targeted programs and initiatives to address these concerns. The academic library can play an especially important role in these efforts, given its unique interdisciplinary mission and its integrated instructional programs. With a foundation in both higher education and library and information science literatures, this article describes how one academic library engaged in cross-campus programs, partnerships, and initiatives to contribute to student success efforts. Other libraries may find these examples useful as they consider how to frame their work in the context of their institutions’ student persistence efforts.  相似文献

We hypothesized that college major persistence would be predicted by first-year academic performance and an interest-major composite score that is derived from a student’s entering major and two work task scores. Using a large data set representing 25 four-year institutions and nearly 50,000 students, we randomly split the sample into an estimation sample and a validation sample. Using the estimation sample, we found major-specific coefficients corresponding to the two work task scores that optimized the prediction of major persistence. Then, we applied the estimated coefficients to the validation sample to form an interest-major composite score representing the likelihood of persisting in entering major. Using the validation sample, we then tested a theoretical model for major persistence that incorporated academic preparation, the interest-major composite score, and first-year academic performance. The results suggest that (1) interest-major fit and first-year academic performance work to independently predict whether a student will stay in their entering major and (2) the relative importance of two work task scores in predicting major persistence depends on the entering major. The results support Holland’s theory of person-environment fit and suggest that academic performance and interest-major fit are key constructs for understanding major persistence behavior.  相似文献

Counterspaces in science, technology, engineering, and mathematics (STEM) are often considered “safe spaces” at the margins for groups outside the mainstream of STEM education. The prevailing culture and structural manifestations in STEM have traditionally privileged norms of success that favor competitive, individualistic, and solitary practices—norms associated with White male scientists. This privilege extends to structures that govern learning and mark progress in STEM education that have marginalized groups that do not reflect the gender, race, or ethnicity conventionally associated with STEM mainstream success, thus necessitating spaces in which the effects of marginalization may be countered. Women of color is one such marginalized group. This article explores the struggles of women of color that threaten their persistence in STEM education and how those struggles lead them to search out or create counterspaces. It also examines the ways that counterspaces operate for women of color in STEM higher education, particularly how they function as havens from isolation and microaggressions. Using a framework of Critical Race Theory (CRT) and intersectionality theory and drawing on interview data from 39 women of color about their STEM higher education experiences, we describe five ways in which counterspaces operate: in peer‐to‐peer relationships; mentoring relationships; national STEM diversity conferences; STEM and non‐STEM campus student groups; and STEM departments. Whereas most research has discussed counterspaces as racially or ethnically homogeneous social groups of peers at the margins, our research found that counterspaces vary in terms of the race/ethnicity, gender, and power levels of participants. We found that counterspaces can be physical settings, as well as conceptual and ideological. Additionally, we identified counterspaces both at the margins and at the center of STEM departments. Thus, our research expands the existing understanding of the types and functions of counterspaces and broadens the definition of what locations can be and should be considered counterspaces. © 2017 The Authors. The line persistence of a graph G, Pt ( G ) is the minimum number of lines which must be removed to increase the diameter of G. In Ref. [7] (J. Shanghai Univ., 2003,7(4):352-357), we gave a characterization of graphs of diameter five with ρ1 ( G )≥2. In this paper we will show that each of the 8 special graphs Xi ( i = 1,2,3,4,5,6,7,8) listed in condition (2) of Theorem 1 in Ref. [7] can not be deleted. Therefore the results we obtained in Ref.
