Citizen-initiated contacts, often with requests for services or information, complaints or opinions, occupy a great portion of citizen involvement with local governments. The ease and low cost of emails opens a new agenda for the contacts. Governments not only have to provide convenient and friendly access points on the websites to receive these voices, but also have to respond to them in a timely and responsive way. Responsiveness invites more usage and imposes more caseloads on bureaucrats and governments as well. How can a government develop and manage an efficient, timely and responsive citizen-initiated email handling system? We conduct a longitudinal in-depth case study of Taipei City Mayor's Mailbox, a successful citizen-initiated email handling system existing for over 12 years. Through the study of the development process, we find the actors, humans and non-humans, and their interplays shape the Mailbox. Several important issues are identified including an evolutionary, incremental and emergent process, citizens' dissatisfaction as an actor, continuous involvement of Mayor and Commissioners, and engaging street-level bureaucrats. The study contributes greatly to understand the evolution of E-Government which is underspecified in the E-Government literature.  相似文献

E-Government and E-Government development project studies have been conducted in most industrialized societies, as well as in Iran. Due to their nature and structure, E-Government development projects have numerous political, social, and economic impacts on society. Given the incorporation of significant capital, human resources, information, and political commitments, these projects are considered quite vital to society. Following the systematic pre-implementation activities of E-Government development projects is critical for the success of such projects; ignoring such issues leads to various problems during E-Government project implementation. This research aims to explore and detect the success indicators for pre-implementation activities of E-Government development projects, evaluate the validity of these indicators, and investigate the indicators' status in the Fuel Smart Card Project. The researcher has also provided some suggestions on the successful implementation of E-Government development projects.  相似文献

The importance of information kiosk development and implementation in the context of E-Government policies has been discussed in previous research. While many governments are today making considerable investments to implement information kiosks, previous research suggests that citizens may not use information kiosks in spite of their availability. However, the successful implementation of information kiosks depends significantly on whether or not citizens are willing to adopt the new information technology (IT). Therefore, based on the Unified Theory of Acceptance and Use of Technology (UTAUT), this study investigates the determinants of use behavior regarding information kiosks and the moderating effects of age and gender differences on the relationships between the determinants and behavioral intention/use behavior. Data collected from 244 respondents in Taiwan were tested against the research model using structural equation modeling techniques. The results partially support the applicability of the UTAUT in the context of information kiosks. The findings of this research provide several prominent implications for the research and practice of information kiosk development and implementation.  相似文献

Information and communication technologies in use in government systems can bring about expected benefits only when citizens are willing and able to use such systems. Previous studies from various disciplines provided a fundamental understanding of human behavior with technology adoption that focused mainly on the technical and supply sides of this adoption. We argue that it is necessary to move away from an assumption that users form a homogeneous group under the phenomenon of the digital divide. Having conducted an online experiment, this study empirically examined the effects of personal factors, particularly the perceived information literacy, and the perceived information overload, on the user’s perceptions on the usefulness and trust in a government website. We find that the higher an individual perceives one’s information literacy, the more he or she trusts the website, and this is mediated by one’s perceived information overload (negatively) and perceived usefulness (positively). This research provides a more balanced understanding of the behavior of e-government adoption, supplemented with the details of citizen engagement factors, and specifies meaningful practical implications for successful e-government policies.  相似文献
