Research parks and the location of industrial research laboratories: an analysis of the effectiveness of a policy intervention

Utilizing county-level data, this paper predicts the growth in the number of private industrial research laboratories between 1960 and 1985. This was a period of rapid growth and spatial reorganization in industrial research activity. A multi-equation model which allows the influence of unmeasured factors and selectivity to be taken into account is used to test the ability of a policy intervention, research parks, to affect the growth in the number of local laboratories. Although the presence of research parks is correlated with the number of laboratories, the analysis indicates that research parks were not effective local development tools but instead benefitted from the growth of research activity.  相似文献   

Leveraging Sunken Investments in Communications Infrastructure: A Policy Perspective From the United States

Bridging the digital divide between information and technology haves and have-nots has waned from the top of the national policy agenda in the United States during a time in which the sunken investments of the 1990s need to be leveraged. A national information network now exists yet this infrastructure--largely hardware--needs to be continually modernized and parlayed with commitments to building human capacity, developing relevant content, and scaling socially beneficial technology applications, such as telemedicine, in order to optimize these initial multi-billion-dollar outlays. This article makes the case that sidestepping public-private initiatives aimed at accelerating digital opportunity is imprudent, given the mounting empirical evidence highlighting the payoffs of information and communications technologies, when properly integrated and applied, especially in enhancing the life chances of underserved Americans. Policy next steps should advance the goals of expanding universal service initiatives, including hastening broadband deployment to homes and learning institutions, and deepening programs which leverage the utility of the existing infrastructure, such as expanding human-capital development, producing relevant content, and innovating socially beneficial technology applications.  相似文献   

The social strategy cone: Towards a framework for evaluating social media strategies

Social media is growing rapidly. Providing both risks and opportunities for organizations as it does. The social strategy cone is developed for evaluating social media strategies. This framework comprises of seven key elements of social media strategies as based on a systematic literature review and case studies. The results of 21 interviews have contributed to the construction of the social media strategy cone for analyzing social media strategies. Three levels of maturity of social media strategy are proposed: initiation, diffusion and maturity. Initiation includes the key elements: ‘target audience’ and ‘channel choice’ while all case organizations studied payed attention to these elements. Diffusion includes the elements: ‘goals’, ‘resources’ and ‘policies’. Maturity adds the elements of ‘monitoring’ and ‘content activities’. Only 3 of the 9 organizations studied are in this phase of maturity. Although, theory suggests the importance of the element of ‘monitoring’ our research shows the need for more attention in practice.  相似文献
