The success of test reform relies considerably on how stakeholders understand and accept the revised test (Green & Andrade, 2010). This study provided an opportunity for students and teachers to share their perceptions of a recently revised English test in China, the Test for English Majors Grade Four (TEM4). In addition, this study examined how stakeholders’ perceptions of the test varied across institutions of different academic rankings. Survey data were collected from 496 students and 79 teachers, of whom 32 students and 12 teachers participated in a post-survey interview. Findings indicate that although stakeholders were overall positive about the revised TEM4, their perceptions were qualified by concerns with content representation and test difficulty. In addition, the data suggest that the revised TEM4 was associated with context-varying washback effects and negative psychological impacts. These findings highlight the important contribution that students' and teachers' perceptions may have in the test reform process.  相似文献

房地产开发为我国土地增值过程中由于供不应求、投资开发、用途转变等原因产生增值。以土地租税费制度为依据的我国现行土地增值收益分配模式已然不能满足相关利益主体对土地增值收益的需要。中央政府、地方政府、开发商、商业银行、投资者等在不同层面、不同程度地参与了土地增值收益的分配,在其相互之间行为博弈的情况下,形成了土地增值收益的分配格局,从而刺激了他们对土地增值收益的非理性追逐。因此,通过对我国现行土地租税费制度的阐述和对在房地产开发过程中相关利益主体的行为分析,重构均衡各主体之间利益的土地增值收益分配模式。  相似文献

An analysis of the impact of stakeholder consultation during the conservation decision-making processes is presented. Defining and finding opportunities for stakeholder communication within conservation work is an ethical necessity when working with cultural heritage, but the limits and practice of this necessity are less clear. Case studies are used to explore which aspects of the conservation process stakeholders are most likely to be consulted about, and reviews the impact of their views. It asks whether conservators have a preference in which decisions they are prepared to share with stakeholders across three aspects of conservation: the initial appraisal, treatment and the display or storage. Where consultation relates to treatment, conservators are more likely to fall back on their own technical authority except when those consulted are regarded as fellow professionals. Other categories of stakeholder such as artists, originating communities, and religious groups were found to be more constructively consulted on the understanding of the object and on care related to display and storage. Conservators should be offered more explicit guidance on the ethics of consultation, the aspects of consultation that they should engage with and on the ethical ways to deal with conflict arising from consultation.  相似文献

Big and open linked data are often mentioned together because storing, processing, and publishing large amounts of these data play an increasingly important role in today's society. However, although this topic is described from the political, economic, and social points of view, a technical dimension, which is represented by big data analytics, is insufficient. The aim of this review article was to provide a theoretical background of big and open linked data analytics ecosystem and its essential elements. First, the key terms were introduced including related dimensions. Then, the key lifecycle phases were defined and involved stakeholders were identified. Finally, a conceptual framework was proposed. In contrast to previous research, the new ecosystem is formed by interactions of stakeholders in the following dimensions and their sub-dimensions: transparency, engagement, legal, technical, social, and economic. These relationships are characterized by the most important requisites and public policy choices affecting the data analytics ecosystem together with the key phases and activities of the data analytics lifecycle. The findings should contribute to relevant initiatives, strategies, and policies and their effective implementation.  相似文献

民办高校财务困境的化解需要寻求利益相关者的支持与合作。民办高校举办者、管理者与教师、学生与家长、政府、银行等,都是民办高校财务经营活动中关系密切的利益相关者。现实办学中,由于一些利益相关者的职能缺位和民办高校对一些相关者利益诉求的漠视,民办高校的筹资活动未能得到各利益相关者的积极响应,致使民办高校筹资活动呈现出极度的单一化和依赖性。为此,民办高校应以"多元主体参与、共同协作发展"的治理理念,着力构建多元利益相关者共同参与的财务治理机制,共同构建财务风险防范平台。  相似文献

This paper analyses empirically the relationship between environmental innovations, environmental management and patenting. In particular it tests a number of propositions on how environmental management systems and the interaction with environmentally more or less concerned stakeholders are associated with the probability of firms to pursue innovation in general (measured as patenting behaviour) and specifically environmental innovation (measured based on firm self-assessment and through patent data). In applying a negative binomial as well as binary discrete choice models the relationship is studied using data on German manufacturing firms. As a novel and important insight, the study finds that environmental innovation can be meaningfully identified using patent data and that environmental innovation defined this way is less ubiquitous than self-reported environmental innovation. It also reveals that the implementation level of environmental management systems has a positive effect exclusively on environmental process innovation, whereas it is negatively associated with the level of a firms’ general patenting activities. For environmental product innovation and patented environmental innovations a positive relationship with environmentally concerned and a negative link with environmentally neutral stakeholders is found.  相似文献

Debates about decentralisation, involving questions such as who should make decisions about public schooling and who should pay for it [Caillods, F., 1999. Preface. In: McGinn, N., Welsh, T. (Eds.), Decentralization of Education: Why, When, What and How? UNESCO, Paris] have permeated and affected educational planning in the last 20 or so years. This paper reports on and draws lessons from two pieces of work: an empirical study on the locus of decentralised decision-making power among Zimbabwean school heads, teachers and parent school governors in the areas of school finances, human resources and curriculum; and on a review of one article on the process of educational decentralisation in Malawi. Cross-national studies are necessary in this age of the internationalisation of education. The paper reveals that the process of educational decentralisation, and stakeholders’ perceptions of the locus of decentralised decision-making power are contested issues. There is no automatic link between decentralisation and the improvement of quality. The level of clarity of the guiding policy (ies), the capacity of the stakeholders, and the availability of resources are important deciders of the success or failure of educational decentralisation.  相似文献
