The Harwood Institute arrived in Youngstown, Ohio, in 1999; and today, over 18 years later, its teachings have made a profound effect upon the city. In the light of pressing societal challenges such as climate change and resource scarcity, scholars are increasingly interested in studying policy mixes in the context of sustainability transitions. However, despite numerous conceptual advances and empirical insights, researchers still lack universal criteria or accepted heuristics for delineating policy mixes in these complex policy spaces. We address this gap by conducting an extensive review of the literature, synthesizing best practices, and developing an analytical framework that provides researchers with two archetypical methodological approaches. The top-down approach builds on the idea that the elements of a policy mix originate from an overarching strategic intent. By contrast, the bottom-up approach starts from the definition of a focal impact domain that is affected by a range of policy instruments. For each approach, we outline a systematic analytical procedure, then implement it to scrutinize how policy affects the emerging technological domain of energy storage in California. We find that each approach has particular advantages that render it useful for certain policy mix analyses. Discussing how researchers may choose between the two approaches or leverage their complementarities, we seek to provide the basis for a consistent research program building on the policy mix framework.  相似文献

通过深入分析现有区域创新能力评价指标体系的不足,基于创新主体从投入产出和规模水平角度出发构建浙江省创新能力指标体系,并运用综合指数法测算2010—2016年浙江省创新能力指数情况。结果表明,浙江省综合创新能力指数逐年递增,2012年和2016年增幅明显;院所创新能力得分略高于创新环境和企业,而高校创新较为波动,增长缓慢;创新规模增长快于创新水平,创新投入增长快于创新产出。  相似文献

在理论分析技术创新影响产业结构优化升级路径的基础上,构建技术创新评价指标,引入三种不同类型空间权重,选取2000-2015年我国30个省级面板数据进行空间杜宾模型实证检验,结果表明:技术创新不仅促进了本地产业结构,还有助于邻近地区合理化发展,但对邻近地区高级化的抑制作用和促进作用并存;省域间技术创新和产业结构具有显著空间相关性,产业结构高级化存在正向溢出效应而产业结构合理化却有着负向溢出效应;技术创新能够通过一条直接路径和空间效应形成的三条间接路径作用于本地及其他地区产业结构;技术创新对产业结构的作用方向和强度存在较大区域差异。据此,加强技术创新提升产业结构结构的“先富带后富”,是可以通过政策引导实现的。  相似文献

This paper analyses urban waste systems to explore how local authorities can resolve challenges related to climate change, urbanization and resource depletion. The paper investigates how different public governance regimes affect local authorities’ ability to move upwards in the waste hierarchy. It identifies three different governance regimes – traditional bureaucracy, new public management and networked governance – and uses the insights from innovation in urban waste in three Norwegian city regions – Oslo, Drammen and Bergen – to illuminate how these regimes possess both strengths and weaknesses in how they affect system optimization and system change. The observed working practices signal that the issue of urban waste systems is perceived as a challenge of system optimization rather than system change. Viewing this as a challenge requiring system change would probably have ensured a stronger directionality and a broader anchoring of actors. Such an approach is likely to have arrived at a waste prevention mode earlier than the step-by-step-solutions implemented so far. The paper concludes that there is not one best governance regime, but a need to acknowledge their co-existence and carefully consider the characteristics of the respective regimes in order to arrange urban waste systems for long-term dynamic and sustainable city regions.  相似文献

Company business models are vulnerable to various contingencies in the business environment that may unexpectedly render their business logic ineffective. In particular, technological advancements, such as the Internet of things, big data, sharing economy and crowdsourcing, have enabled new forms of business models that can effectively and abruptly make traditional business models obsolete. By disrupting or even diminishing companies’ revenue streams, environmental contingencies may present a significant threat to business continuity (BC). Evaluating the resilience of business models against these contingencies should therefore be a core area of BC. However, existing BC approaches tend to focus on the continuity of the resources and processes through which a particular business model is accomplished in practice but omit the business model itself. We argue that in order for BC approaches to become holistic and strategic, business models need to become a part of the BC considerations, entailing an expansion of the scope of BC from value preservation to value creation. We propose an approach of Strategic Business Continuity Management, which consists of two parts: (1) sustaining the continuity of the company business model (value preservation) and (2) evaluating and modifying the business model (value creation). We illustrate conceptually the value creation part with an example drawn from the sharing economy.  相似文献

This study investigates the effect of project-level collaboration breadth (i.e., the number of collaboration partner types) and collaboration depth (i.e., the intensity of the interactions with these partners) on the incremental and radical innovation performance of innovation projects. The econometric analyses, based on a Community Innovation Study sample of 218 innovation projects conducted in German manufacturing companies, reveal inverted U-shaped relationships between collaboration breadth and radical innovation performance and between collaboration depth and incremental innovation performance. These curvilinear effects speak to the high sensitivity of innovation projects to the extent of collaborative activity, which implies that practitioners should exert caution in managing collaborative innovation projects. This study contributes to the understanding of project-level open innovation and to the overall understanding of the performance effects of innovation collaboration, which, following recent assertions in the literature, could be flawed by analyses conducted at the organizational level.  相似文献
