To prevent children from falling behind in the developmental sequence of reading, a shared vision of what reading success looks like is required. This paper provides the first benchmarks for early grade oral reading fluency that are necessary (albeit not sufficient) to read for meaning in three Nguni languages – isiZulu, isiXhosa and Siswati - belonging to the Southern Bantu family of African languages. In contrast with previous benchmarking methodologies, our approach is informed by a non-parametric analysis of longitudinal early grade reading assessment (EGRA) data, guided by reading development theory. The EGRA-type data used for this analysis is the largest compilation of data on early grade fluency in these languages, with comparative assessments for nearly 14,200 children. Analysing empirical regularities and reading trajectories, we identify a lower fluency threshold of 20 correct words per minute (cwpm) and an upper fluency benchmark of 35 cwpm for the early grades. These benchmarks contribute to guiding curriculum policy, provide specificity to improve tracking of literacy progress and address gaps in the literature on reading in African languages.  相似文献

This paper uses a calibrated “pedagogical production function” model to estimate the potential long-term losses to children’s learning from the temporary shock of Covid-19 related school closures. It then models possible gains from two mitigation strategies. Without mitigation, children could lose more than a full year’s worth of learning from a three-month school closure because they will be behind the curriculum when they re-enter school and will fall further behind as time goes on. Remediation when children return to school reduces the long-term learning loss by half, but still leaves children more than half a year behind where they would have been with no shock. Remediation combined with long-term reorientation of curriculum to align with children’s learning levels fully mitigates the long-term learning loss due to the shock and surpasses the learning in the counterfactual of no shock by more than a full year’s worth of learning. Systems need to begin planning now for remediation programmes, and as they do so they should build programmes and train teachers in ways that can continue to produce benefits beyond the period immediately following reopening.  相似文献

The media analysis is situated in the larger body of studies that explore the varied reasons why different policy actors advocate for international large-scale student assessments (ILSAs) and adds to the research on the fast advance of the global education industry. The analysis of The Economist, Financial Times, and Wall Street Journal covers publications on ‘PISA’, ‘TIMSS’, and related search items over the period 1996–2016. The three media outlets vary in terms of ILSA reporting. The Economist and Financial Times tend to focus on PISA, whereas the Wall Street Journal pays greater attention to TIMSS than PISA. The content analysis of 59 articles yields interesting results about how the business-oriented readership of the three media outlets frames public education and why it sees education as a profitable business opportunity. The three most common narratives, reflecting the business logic, are the following: (i) public education is in crisis; (ii) there is no correlation between spending and education outcome; and (iii) school accountability, teacher performance, and decentralisation represent the most effective policies to improve the quality of education. Drawing on these three common narratives, the financial media outlets present a particular vision of how to improve education; a vision in which the private sector is supposed to play a major role.  相似文献

【目的】 通过大量数据和实例总结分析中国科技期刊国际影响力提升计划第一期和第二期项目所取得的资助成效,为科学启动第三期及未来相关期刊资助项目提供参考。【方法】 采用2012—2017年《期刊引证报告》和《中国学术期刊国际引证年报》的指标数据,较系统地探讨了一期和二期项目资助的科技期刊的学术影响力变化情况,并在深入比较的基础上总结分析变动原因和期刊指标增幅平均值提升情况。【结果】 经过6年的实施,入选两期项目的大部分期刊学术水平均有不同程度提升,影响因子和总被引频次的增幅平均值分别为66.71%和51%,国际影响力和显示度明显改善。【结论】 我国高水平英文科技期刊基本进入支持范围,两期项目总体成效初显,对我国英文科技期刊国际影响力的提升具有重要推动作用。希望国家有关部门进一步优化资助机制,不断完善资助效果,为打造更多国际一流科技期刊提供有力支持。  相似文献

This paper proposes a pursuit formation control scheme for a network of double-integrator mobile agents based on a vector field approach. In a leaderless architecture, each agent pursues another one via a cyclic topology to achieve a regular polygon formation. On the other hand, the agents are exposed to a rotational vector field such that they rotate around the vector field centroid, while they keep the regular polygon formation. The main problem of existing approaches in the literature for cyclic pursuit of double-integrator multiagent systems is that under those approaches, the swarm angular velocity and centroid are not controllable based on missions and agents capabilities. However, by employing the proposed vector field approach in this paper, while keeping a regular polygon formation, the swarm angular velocity and centroid can be determined arbitrary. The obtained results can be extended to achieve elliptical formations with cyclic pursuit as well. Simulation results for a team of eight mobile agents verify the accuracy of the proposed control scheme.  相似文献

Abstract

Almost since its inception in 1955, taekwondo has been used as a form of soft diplomacy for the Republic of Korea (ROK) and then later by the Democratic People’s Republic of Korea (DPRK). Taekwondo demonstrations have been instrumental to bringing the ROK and DPRK back to the negotiating table, but how this has been possible has yet to be addressed. This research therefore addresses two questions: (1) What efforts early in taekwondo’s history facilitated its soft diplomacy efforts today? and (2) How do taekwondo organizing bodies teach and promote soft diplomacy today? Systematic literature reviews of taekwondo moral virtues, pedagogy, history, and organizing bodies’ constitutions as well as elite interviews were conducted with those directly involved with taekwondo diplomatic efforts to determine when and how taekwondo soft diplomacy tactics were initiated. This interdisciplinary, qualitative study elucidates that early taekwondo pioneers’ efforts were focussed on soft diplomacy and how their efforts play an ongoing role in ROK and DPRK rapprochement. Furthermore, taekwondo diplomacy has occurred at the governmental, organizational, and grassroots levels, indicating it may be the only sport used at all three levels of diplomacy.  相似文献

This article explores the intersection of aspects of imperialism and internationalism in discussion of cinematography at the League of Nations, at the International Council of Women (ICW), and as they played out in the imperial, national and local flows around educational cinematography in the work of Suzanne Karpelès at the Institute of Buddhist Studies in Phnom Penh, Cambodia. It focuses on the 1931 ICW cinematograph conference organised by Laura Dreyfus-Barney at the League’s Rome International Institute for Educational Cinematography (IIEC) and on the IIEC’s 1934 cinematography congress, when Dreyfus-Barney fed Karpelès’ ideas about educational film into the congress. The article looks at the notion of rapprochement (of nations) within internationalism as this became articulated at both the League and the ICW with notions about mentalities within imperialism. It also traces the intersection of rapprochement and mentalities in Karpelès’ promotion of educational cinematography from her base in Phnom Penh. The article concludes that various elements around the cinematic at the League, the ICW and at Phnom Penh illustrate articulations of internationalism in the domains of nationalism and imperialism as well as articulations of the national and imperial in the domain of the international.  相似文献

运用文献资料法和逻辑分析法,从非均衡国家治理角度对我国职业足球改革面临的困境进行研究。通过梳理相关文献提出,当前国家治理模式具有非均衡性,存在各主体参与失范、治理权责分配失衡的问题,市场、社会、个人主体话语权较弱、参与性不足,形成了较强的政府依赖路径。对职业足球改革各主体之间的关系进行阐述,认为政府和足协是改革话语权的掌握者和资源的分配者,其他主体参与改革作用较小。指出,尚未明确职业足球的发展动机、足协组织能力与管理效能不足、各主体缺乏有效联系与合作是非均衡国家治理模式的具体表现;政府的非市场手段治理、市场失灵与第三部门失灵、个体意识与自我治理不足是其深层次原因。在此基础上提出相应的发展对策。  相似文献

为增强上海国际航运中心建设支持政策的有效性,基于2009—2018年间国家及地方政府层面颁布的19个涉及上海国际航运中心建设的政策文本,应用文本挖掘方式提取评价指标,构建PMC指数模型对政策进行量化评价。分别选取3项针对性政策和3项辅助性政策作为评价对象进行实证分析,结果表明:针对性政策的PMC指数总得分高于辅助性政策的PMC指数总得分,且随着上海国际航运中心建设的不断推进,其引导作用不断加强;辅助性政策虽然只考虑到上海国际航运中心的部分建设需求,但在保障激励等方面给予了高度重视。  相似文献
