Sensemaking and crisis revisited: the failure of sensemaking during the Flint water crisis

ABSTRACT

This study operationalized Weick’s [(1988). Enacted sensemaking in crisis situations. Journal of Management Studies 25(4), 305–317 and (1993). The collapse of sensemaking in organizations: The Mann Gulch disaster. Administrative Science Quarterly, 38, 628–652] theory of enacted sensemaking to examine the communication processes associated with the Flint Water Crisis of 2014–2015. A content analysis of 389 emails and attachments from a total population of N?=?37,376 pages of publicly released e-mails and documents pertaining to Flint’s water issues, identified examples of failed sensemaking by government officials. These failures hastened and intensified a growing crisis of lead contamination and an outbreak of Legionnaires disease associated with Flint’s municipal water system. Analysis of email messages suggests that strong commitments by top leaders and limited capacity were important factors as were efforts to create and maintain consensus among officials. The Flint Water Crisis offers an important application of sensemaking theory and its utility for both organizational and risk communication scholars and for practical application. The authors emphasize the importance of questioning previous assumptions and commitments, insuring that communication practitioners are involved in decisions, and avoiding over reliance on image repair as a strategic response.  相似文献

This forum brings together food, (in)security, and communication. The authors participating in this forum center communication as both process and tool for understanding, mitigating, and making meaning of food (in)security. The nine authors together discuss the role of communication in food (in)security, the central challenges for scholars and practitioners working on food (in)security, and the creative possibilities and impacts influencing the future of food (in)security. 政务B站号信息传播效果影响因素与实证研究

[目的/意义] 作为政府与青年群体沟通的重要平台，政务Bilibili账号的信息传播效果直接决定其沟通效率和效果。对政务Bilibili账号信息传播效果影响因素的研究有利于沟通效果的提升。[方法/过程] 本研究基于共青团中央Bilibili账号的471个样本，采用内容分析和回归分析等系统考察内容主题、视频类别、封面图类型、屏幕形式、字幕、组织形式、剪辑率和视频时长等因素对政务Bilibili账号信息传播效果的影响。[结果/结论] 结果表明，科技类、音乐类和时尚类主题的视频能够提升整体传播效果，科技类视频的贡献度最高；情景剧、实拍视频和监控视频都正向显著影响整体传播效果，实拍视频的贡献度最高。视频剪辑率、竖屏视频、字幕添加、合作创作等均能显著提高整体传播效果，竖屏在整体传播效果模型中的贡献度最大。视频时长和封面图的作用不显著。政务Bilibili账号运营应充分释放青年的爱国势能、创新视频形式、优化视频制作流程、创新组织形式。  相似文献   

清末民初镖局推动武术发展之历史审视

审视中国古代镖局中镖师武术的技术特征、传承传播、发展演变，能够再现早期武术发展状况，丰富武术历史研究内容，还可总结历史经验，为新时代推广武术、弘扬武术文化提供借鉴。运用文献资料法和历史分析法，就镖局对清末民初武术发展之推动作用进行分析。认为，镖局是实现武术功能职业化转型的重要组织，推动了武术的顺时代创新演变，开辟了多元的武术传播途径，稳固了师徒传承方式，推动了武术价值的多元化发展，促进了暗器、轻功等罕见武技的深造与传承，为“以武报国”提供了重要的物力支撑。  相似文献

主要研究了汇川公司H2U可编程控制器(PLC)的通信技术,实现了两个H2U系列PLC之间基于RS-485的通信,并详细介绍了PLC之间通信的硬件连接方式、通信串口参数配置、触摸屏画面的设计以及程序实现。所讨论的方法已在采用H2U PLC及辅助设备组建的"运动控制系统"课程的教学实验平台上进行了验证,可以拓展应用于多台H2U PLC之间以及其他设备与H2U PLC之间的RS-485通信实现,对工程应用具有一定的借鉴意义。  相似文献

Can a non-Muslim Mass Shooter be a “Terrorist”?: A Comparative Content Analysis of the Las Vegas and Orlando Shootings

ABSTRACT

This study used the 2017 Las Vegas and 2016 Orlando mass shootings as case studies to explore alleged double standards in reporting of events featuring Muslim and non-Muslim mass perpetrators of violence. The study used framing theory and content analysis to examine Los Angeles Times and New York Times coverage of the shootings during the one week immediately following each event. Findings are consistent with previous literature and the researchers’ expectations. The Orlando shooting, carried out by a Muslim, was allotted more coverage despite the fact that it produced nine fewer fatalities than the Las Vegas shooting, perpetrated by a white non-Muslim. The analysis also showed that the examined newspapers were more likely to employ a “terrorism” frame in their coverage of the Orlando shooting than in their coverage of the Las Vegas shooting; link the Orlando mass shooting with the global war on terrorism; and to humanize Stephen Paddock, the white perpetrator of the Las Vegas shooting. Framing differences found in this study may contribute to downplaying the threat of white male gun violence, and to reinforcing fears of Islam and Muslims.  相似文献

挖掘文化内涵，实施深度传播，提升国际认同，是提升国家文化软实力的重要举措。中国武术的深度传播具有彰显“中国精神”、呈现“中国智慧”的意义指向，应坚持文化主体性这一核心，抓住传播与传承两个重点，做好从国际传播走向全球传播、从宣传思维走向故事思维、从分散传播走向主体互动传播三个转换，重视转换性话语、解释性话语、修复性话语、历史性话语四大话语体系的构建。在具体的传播路径上，要处理好传统与现代的融合理路，积极打造合理阐释的讲述模式，但不应全盘否定强制性阐释模式，在“走出去”的基础上更要“走进去”，从“主动去做”转变为“自动去做”，实现中国武术的深度传播。  相似文献
