Japanese colleges and universitiesare in an age of great transition. Currentreforms can be counted as some of the mostextensive and radical changes in the history ofJapanese higher education. Although the agendaof recent reforms has been conditioned bycontemporary socio-political circumstances,many of the ongoing changes are rooted inhistory. In this article, the reforms ofJapanese higher education are examined from along-range historical perspective. Thoughpre-war years are briefly mentioned, the mainconcern here is with reforms after World WarII.  相似文献

A progenitor article for this work can be found in Public Library Quarterly 27, no. 4. This study is the first to report on the types of contents in children's web pages and the characteristics of Web-OPACs for children in public library websites in Japan. This study reveals that children's web pages, in general, place more emphasis on providing guidance on library services and on the use of information resources for reference services, rather than on helping children with regular learning or providing research assistance to adults on children's services. The concept of ‘lifelong learning’ or shōgai gakushū has rapidly become one of the topmost priorities in Japan’s education policy agenda. This was considerably evident in December 2006 when the term ‘lifelong learning’ was added to Japan’s educational charter, the Fundamental Law of Education. This paper explores, as a means to develop Japan’s new lifelong learning policy, the lessons that can be learnt through an examination of the European countries’ efforts to build a knowledge economy, where lifelong learning is regarded as the key solution in overcoming several important social and economic concerns. In this paper, I first examine the current situation of lifelong learning in Japan, employing the ethnographic data that I have collected since 2001. Second, I provide a brief review of the European lifelong learning policy, which is one of the priority guidelines in the European Union. Under the Lisbon Strategy, for example, the argument on European lifelong learning theoretically centres on developing human capital in order to survive in the global knowledge economy. Lastly, referring to the European experience over the past decade, I propose to directly connect Japan’s latest policy development regarding lifelong learning with the trend of building human capital through lifelong learning in order to enhance its competitiveness in the era of globalisation.  相似文献

This paper presents a data envelopment analysis (DEA)/Malmquist index methodology for measuring the change in R&D efficiency at both firm and industry levels. Letting each of ten firms in each year be a separate decision-making unit, and employing one input and three outputs in a DEA case of R&D activity input-output lag, we measure “total factor R&D efficiency” change of Japanese pharmaceutical firms for decade 1983-1992 as defined by the period of R&D input. Decomposing Malmquist index into catch-up and frontier shift components and using “cumulative indices” proposed in this study, we evaluate R&D efficiency change for each firm and empirically show that R&D efficiency of Japanese pharmaceutical industry has almost monotonically gotten worse throughout the study decade.  相似文献

日本国立大学法人化改革前,拥有附属医院的国立大学通过向财政融资资金借款来筹措附属医院发展过程中所需的部分经费。国立大学法人化改革后,日本政府成立了国立大学财务经营中心,负责对国立大学借贷资金的筹措、贷与及管理。向该中心借款且金额较大的大学主要是旧帝国大学、有附属医院的综合大学及医科大学这三类国立大学。日本国立大学的组织规模和声威与其获得借贷的能力成正相关。在国立大学法人化改革的第一个六年"中期阶段计划"期间,日本国立大学借贷融资主要是通过国立大学财务经营中心来获得的,但也出现了向金融机构进行长期贷款的借贷方式。  相似文献

The dynamic behaviour of racetrack surfaces during hoof impact is a likely risk factor for racehorse injuries and fatalities. A track-testing device that simulates equine hoof impact was used to assess the effects of surface type (dirt, synthetic), surface depth (2, 3, 4 layers), test boundary area (929, 6,606, 11,381 cm2), harrowing, and impact angle (0°, 20° from vertical) on dynamic surface properties. Surfaces were tested within a laboratory track-in-a-box. Surface type and depth, boundary area, and harrowing significantly affected dynamic surface properties during impacts (P < 0.05). The synthetic surface was generally less stiff, and had 26–73% lower maximum impact forces and load rates, than the dirt surface. Harrowing decreased stiffness and differences between dirt and synthetic properties. Measured surface stiffness was larger for the smallest depth and boundary area, but most surface properties were not significantly different between the larger boundary areas. Surfaces were less stiff with angled impacts than vertical impacts.  相似文献

One of the characteristics in Japan's system of higher education is its large private higher education sector. However, recent financing reforms have targetedmainly national universities since the largestproportion of government support to highereducation goes to these institutions. Recentreforms have been changing the structure and natureof national university finance. These changeswere also influenced by a large private sector. Private universities also compete with nationaluniversities in order to increase financialresources. A featured microchip owning three big reservoirs and long turned geometry channel was designed to improve the detection limit of DNA fragments by using floating electrokinetic supercharging (FEKS) method. The novel design matches the FEKS preconcentration needs of a large sample volume introduction with electrokinetic injection (EKI), as well as long duration of isotachophoresis (ITP) process to enrich low concentration sample. In the curved channel [∼45.6 mm long between port 1 (P1) and the intersection point of two channels], EKI and ITP were performed while the side port 3 (P3) was electrically floated. The turn-induced band broadening with or without ITP process was investigated by a computer simulation (using CFD-ACE+ software) when the analytes traveling through the U-shaped geometry. It was found that the channel curvature determined the extent of band broadening, however, which could be effectively eliminated by the way of ITP. After the ITP-stacked zones passed the intersection point from P1, they were rapidly destacked for separation and detection from ITP to zone electrophoresis by using leading ions from P3. The FEKS carried on the novel chip successfully contributed to higher sensitivities of DNA fragments in comparison with our previous results realized on either a single channel or a cross microchip. The analysis of low concentration 50 bp DNA step ladders (0.23 μg∕ml after 1500-fold diluted) was achieved with normal UV detection at 260 nm. The obtained limit of detections (LODs) were on average 100 times better than using conventional pinched injection, down to several ng∕ml for individual DNA fragment.  相似文献

Gross dissection for demonstrating anatomy of the human pelvis has traditionally involved one of two approaches, each with advantages and disadvantages. Classic hemisection in the median plane through the pelvic ring transects the visceral organs but maintains two symmetric pelvic halves. An alternative paramedial transection compromises one side of the bony pelvis but leaves the internal organs intact. The authors propose a modified technique that combines advantages of both classical dissections. This novel approach involves dividing the pubic symphysis and sacrum in the median plane after shifting all internal organs to one side. The hemipelvis without internal organs is immediately available for further dissection of the lower limb. The hemipelvis with intact internal organs is ideal for showing the complex spatial relationships of the pelvic organs and vessels relative to the intact pelvic floor.
