In most African countries, compared to any other part of the world, the use of information and communication technologies such as those necessary to provide e-Government services is minimal. The continent was once labeled a “technological desert.” The contributing factors, among others, are lack of infrastructure, low literacy rates, low economic development, and a variety of cultural factors. Despite these obstacles, most African countries have made noticeable progress during the last couple of decades. Almost all African governments now have some presence on the Web, including fully fledged e-Government web portals, albeit in small numbers. However, the current status of e-Government services in African countries is not well documented in detail. We present results of a comprehensive analysis of 582 e-Government service websites with respect to the type of websites, the services and features available, as well as the level of development of e-Government services. We also compute e-Government indexes, produce e-Government rankings, and compare our rankings to previous ones. A clear picture that emerges from our analysis and results is that although progress has been made, there is a long way to go, to bridge not only the North–South divide when it comes to e-Government services but also among the various sub-regions. In addition, recommendations for future researchers regarding e-Government services in Africa are made. 相似文献

This study explores barriers to and strategies for parental involvement (PI) in the education of children with disabilities, using a qualitative case study design. Using the purposive sampling technique, five parents and five teachers were selected for interviews. Data obtained through semi-structured interviews have been analysed thematically. The findings demonstrated that PI was hindered by various barriers related to parents (including parents’ low level of education, income and negative attitudes), schools (such as principals’ and teachers’ negative attitudes, the lack of invitations given to parents, and the lack of a welcoming environment) and children (including their unwillingness to pass school invitations on to their parents). In addition, the study identified strategies to increase PI, including effective communication and partnership, training, a welcoming environment, sending invitations, and establishing and utilising resource centres and individual education plans. Overall, the study highlighted the barriers to PI and tactics to increase PI. It is apparent that educative programmes should be designed by schools and other relevant bodies to address the barriers to PI. 相似文献

Countries are often benchmarked and ranked according to economic, human, and technological development. Benchmarking and ranking tools, such as the United Nation's e-Government index (UNDPEPA, 2002), are used by decision makers when devising information and communication policies and allocating resources to implement those policies. Despite their widespread use, current benchmarking and ranking tools have limitations. For instance, they do not differentiate between static websites and highly integrated and interactive portals. In this paper, the strengths and limitations of six frameworks for computing e-Government indexes are assessed using both hypothetical data and data collected from 582 e-Government websites sponsored by 53 African countries. The frameworks compared include West's (2007a) foundational work and several variations designed to address its limitations. The alternative frameworks respond, in part, to the need for continuous assessment and reconsideration of generally recognized and regularly used frameworks. 相似文献

The study aimed to investigate trends and explanatory factors for socio-economic inequalities associated with disability during the transition to young adulthood. A sample of 2606 participants (56% females and 44% males) was prospectively followed from adolescence to young adulthood. Disability status, age, gender, mental health problems, scholastic competence and social acceptance were measured from the longitudinal survey Young in Norway, while socio-economic indicators such as participants’ and their parents’ levels of education, annual income, unemployment and welfare benefits were extracted from the National Population Register in Norway. Regression models were applied to estimate associations between disability and socio-economic outcomes. The findings show that disabled adolescents have a significantly greater risk of achieving lower levels of education and are unemployed and over-represented in welfare benefits during the transition to young adulthood. Most of these associations between disability and socio-economic outcomes were explained by mental wellbeing and self-perceptions. The study suggests that interventions addressing mental wellbeing and social competence might reduce the development of socio-economic inequalities among young people with disability. 相似文献

Fostering the development of students’ critical thinking (CT) is regarded as an essential outcome of higher education. However, despite the large body of research on this topic, there has been little consensus on how educators best support the development of CT. In view of some of the controversies surrounding the teaching of CT skills in higher education, this study examined the effects of embedding CT instruction systematically in domain-specific courses (Immersion vs. Infusion) on the acquisition of domain-specific and domain-general CT skills and course achievement. First-year university students (N = 143) enrolled in an introductory physics course were assigned to one of three instructional conditions: Immersion, Infusion, and control. The Immersion and Infusion conditions followed lessons designed systematically based on the First Principles of Instruction model, whereas the control condition followed a regular instruction. Results showed that participants in the Immersion and Infusion conditions significantly outperformed those in the control condition on domain-specific CT proficiency and course achievement. However, neither the Immersion nor the Infusion condition was helpful in fostering the acquisition of domain-general CT skills. The findings generally demonstrated that embedding CT instruction systematically in domain-specific courses requires greater clarity about what set of CT skills could be targeted in domain-specific instruction, how specific subject-matter instruction could be designed considering CT as an integral part of domain-specific instruction, and how best CT outcomes be assessed. Some considerations for the design of CT-supportive learning environments are discussed. 相似文献

In 2003 the Ethiopian education system experienced wide-ranging reform that touches every aspect of the system. This reform
is called TESO (Teacher Education System Overhaul). Designed to address educational problems in Ethiopia, TESO introduced
significant structural changes and promised to bring a ‘paradigm shift’ in the Ethiopian educational system by engaging teacher
education in changing society and promoting democratic, practical, and problem-solving education. This paper examines, through
an analysis of the TESO document and an examination of the views of teacher educators, TESO’s assumptions, mission and the
coherence among the various components of TESO. It also reveals gaps and discrepancies between TESO’s mission, its reform
process, and strategies. The promise and assumptions of TESO are challenged by considering extant realities in Ethiopian schools
and evidence from literature on effective teacher education programs and educational reform. The paper reflects on how, by
giving priority to equity, TESO compromises on some elements of effective teacher education programs. It is indicated that
TESO has been a welcome addition to the Ethiopian education system as it addresses elements that had previously been missing
from the system, such as, outlining directions to teacher education, devoting longer duration for practicum, and heeding seriously
to the professional preparation of teachers. At the same time, it is contended that the imbalance among program components,
its permeability to ill-prepared students and the contradiction between program rhetoric and strategy and reform processes,
as described by teacher educators, could be stumbling blocks which prevent TESO from fulfilling its promises. 相似文献
