Creating a Binary Policy in Austria

In 1993, the Government of Austria passed legislation establishing a 'binary policy' in higher education. A new accrediting body the Fachhochschulrat was created, empowered to accredit vocationally oriented courses in any institution seeking to offer them. Institutions meeting certain conditions will be entitled to seek designation as Fachhochschulen. The policy marks an important departure from the traditionally highly regulated and centralized system of policymaking in Austria. The article offers an analysis of the factors leading to the policy and analyses the implications for the future. It draws on the author's experience as a member of a team of examiners from the Organization for Economic Co-operation and Development (OECD) undertaking a policy review of Austrian higher education, and points to lessons for Austria from the United Kingdom's experience over the last 25 years.  相似文献

How We Used to Build the Future: 30 Years of Collection Development Trends

This session highlighted trends in continuing resource collections and collection management throughout the 30-year period from 1985 through 2015. Electronic resources became available in the 1990s and grew in prevalence from the 2000s through the present, changing the make-up of library collections and also how libraries measure collections and collection usage. Two librarians and two vendors shared their perspectives on these changes in collection development, describing how library collections now contain a combination of older formats and older ways of collecting data, and new, electronic content and automated ways of collecting and disseminating data about collections.  相似文献   

How young people respond to learning spaces outside school: A sociocultural perspective

This article focuses on educational enterprises outside the formal sector, such as museums, botanical gardens and interactive science centres. International research is drawn on to illuminate how design, culture, educational strategies and settings combine to affect the way in which young people respond to experiences on offer, leading to analysis of the impact of such settings in promoting learning, and the likely implications for those who staff such venues. Aikenhead’s concept of the educator as ‘culture broker’ is developed to suggest ways in which learning might be best supported. It envisages a shift from ‘delivery’ strategies targeted at large groups towards approaches which focus on what learners choose to know about using dialogue between children and ‘known and trusted people’. Analysis of observed responses in various settings is undertaken from a sociocultural perspective using the notion of communities of practice. Implications for the roles of education managers and their staff in further research are developed.  相似文献

Device Comparability of Tablets and Computers for Assessment Purposes

The definition of what it means to take a test online continues to evolve with the inclusion of a broader range of item types and a wide array of devices used by students to access test content. To assure the validity and reliability of test scores for all students, device comparability research should be conducted to evaluate the impact of testing device on student test performance. The current study looked at the comparability of test scores across tablets and computers for high school students in three commonly assessed content areas and for a variety of different item types. Results indicate no statistically significant differences across device type for any content area or item type. Student survey results suggest that students may have a preference for taking tests on devices with which they have more experience, but that even limited exposure to tablets in this study increased positive responses for testing on tablets.  相似文献   

Information and communication technology (ICT) in secondary schools: the role of the computer coordinator

A study was conducted in 2002 to evaluate the use of information and communication technology (ICT) in 21 secondary schools in one region of New Zealand. As part of the study, the role of the ICT coordinator was investigated. All the ICT coordinators were surveyed and 14 of them were interviewed in‐depth. It is found that they were all well‐equipped to take up a significant leadership role in their schools and some of them have already demonstrated visible leadership. This paper also identifies some obstacles that have reduced their effective leadership in ICT use in their schools.  相似文献   

Envisioning Possibility: Schooling and Student Agency in Children’s and Young Adult Literature

This article provides a rationale for using literature in the classroom to explore conceptions of curriculum and teaching. We discuss a number of exemplars from children’s and young adult fiction, both mainstream and less well known; offer a taxonomy for categorizing the range of visions of curriculum and teaching in the literature; and describe the responses of a group of middle school students to a unit that examined schooling in literature. We argue that reading literature which addresses student experiences in school can help students make sense of those experiences and, more importantly, open their minds to ideas about teaching and schooling that they otherwise might never have considered.John Kornfeld is Professor and Director of Graduate Studies in the School of Education at Sonoma State University. His research in curriculum, children’s literature, school/ university collaboration, and the politics of schooling has been published in such journals as Theory into Practice, Social Education, and Theory and Research in Social Education.Laurie Prothro is a school library consultant and children’s librarian in Sonoma County, California. The use of tablets for large‐scale testing programs has transitioned from concept to reality for many state testing programs. This study extended previous research on score comparability between tablets and computers with high school students to compare score distributions across devices for reading, math, and science and to evaluate device effects for gender and ethnicity subgroups. Results indicated no significant differences between tablets and computers for math and science. For reading, a small device effect favoring tablets was found for the middle to lower part of the score distribution. This effect seemed to be driven by increases in performance for male students when testing on tablets. No interactions of device with ethnicity were observed. Consistent with previous research, this study provides additional evidence for a relatively high degree of comparability between tablets and computers.  相似文献   

Building a Successful Adult Life: Findings From Youth-Directed Research

Abstract

Although transition outcomes for youth with disabilities have shown some improvement and transition support practices have been identified, many young people continue to face transition barriers that preclude their full participation in key adult life activities. While research efforts have largely been professionally driven, there is emerging literature suggesting that the use of participatory, empowerment methodologies may bolster the identification of appropriate research methods and useful solutions to problems, as well as promoting the application of findings to accomplishing practice and policy improvements. The purpose of this study was to use a youth-directed, participatory action methodology to investigate youths' perceptions of the value of transition promotion experiences identified as effective by professionals, and to examine the level at which youth with disabilities participate in those experiences. A survey was developed and administered to 202 young people with disabilities by leaders from the National Youth Leadership Network. Findings indicated that youth generally endorse the importance of validated transition promotion practices; however, they reported having limited opportunity to participate in them. Implications related to the use of participatory action methodologies and needed practice and policy improvements are discussed.  相似文献
