Based on detailed empirical analyses, we paint a layered picture of emerging steering dynamics. Inspired by Foucault, we put the focus on roles stakeholders define both for themselves and others, how they give sense to policy, how they work together in policy elaboration and implementation, and the subtle and sometimes deceitful function of soft policy instruments such as information, communication, support and research. The policy to stimulate ‘schools as learning organisations' in secondary education in the Netherlands is used as a case study. The Dutch education system is one of the most decentralised en complex systems in the world. While central Government aims to turn schools into learning organisations, it has no formal responsibility nor any direct means of control in this area. The study draws information from (1) relevant government reports, policy documents and websites and (2) semi‐structured interviews with key actors. Data analysis consisted of data reduction through coding and memoing, data displays in tables and networks, and drawing and verifying conclusions. In the ground layer of the steering picture, we reconstruct how ‘schools as learning organisations' came to be a topic for Government policy. The next layer identifies 20 (networks of) actors who play a substantial role in steering. The mutual relationships between the main actors are manifold, while funding appears to be an important means for the Ministry to position actors in a steering network. A wide array of steering modes was identified. The last step in our analysis adds a dynamic element to the picture, as we look at how different actors interact, starting with how actors envision their own steering roles and the role of others. The non‐complementary role definitions that were identified in the documents, were confirmed in the interviews. Our results illustrate, in Foucault's terminology, different processes of responsibilisation and normalisation. Above all, the study illustrates that the theoretical framework provides a promising starting point for the empirical study of steering dynamics in complex education systems.  相似文献

Many policy systems and education systems have grown more complex in the last three decades. Power has moved away from central governments in different directions: upwards towards international organisations, sideways towards private institutions and non‐governmental organisations and downwards towards local governments and public enterprises such as schools. Where once we had central government, we now have governance, which can be defined as the processes of establishing priorities, formulating and implementing policies, and being accountable in complex networks with many different actors. Steering in such complex education systems emerges from the activities, tasks and responsibilities of state and non‐state actors, operating at different levels and from different positions and often has un‐deliberate, un‐intentional and un‐foreseen consequences. There are many conceptual models that encapsulate this complexity, but this article suggests that there is a real need for empirical research. Without empirical research it remains unknown whether and how steering in complex networks works out in practice, what are its effects and for whom. Moreover, it is only through empirical research that we can find out whether central government has become less dominant, or rather whether its appearance has changed and it has become less visible, but not necessarily less influential. Foucault's governmentality perspective is a useful notion on which to build such a framework for empirical research which allows for a careful study of the interactions that signify steering. Inspired by Foucault, this article develops a trilogy of assumed conditions for steering to take effect in modern societies. Following this reasoning, ‘something' first needs to be made thinkable, calculable and practicable by different actors for steering to occur. This trilogy is a promising starting point for empirical research into very specific phenomena which can help us to understand how steering in complex education systems works.  相似文献

Faced with the diversity–efficiency dilemma, private companies apply ‘mass customization’ strategies to add diversity without adding costs. As schools are urged to become more ‘customer oriented’ they also face a diversity–efficiency dilemma. This article asks how Dutch secondary schools cope with this dilemma and to what extent they apply ‘mass customization’ strategies. A careful selection procedure aimed at a maximum variety of school practices resulted in seventeen schools for which case studies were conducted. Data collection included written material, observations and interviews. Analysis of the combined data indicated six dimensions along which schools differentiate their educational offerings. On the basis of emerging patterns of differentiation, four categories of schools were distinguished. These categories appear to be closely linked to organizational strategies pursued by schools. The article concludes that practices adopted by schools to cope with the diversity–efficiency dilemma strongly resemble mass customization strategies applied by companies producing tangible goods. In the final section, the risks and inherent contradictions of these strategies are pointed out. For while government policies and schools seek to put the needs of individual students at the centre, the inevitable diversity–efficiency dilemma may cause many schools to adopt practices students never asked for.  相似文献

A few studies suggest that gifted children with dyslexia have better literacy skills than averagely intelligent children with dyslexia. This finding aligns with the hypothesis that giftedness-related factors provide compensation for poor reading. The present study investigated whether, as in the native language (NL), the level of foreign language (FL) literacy of gifted students with dyslexia is higher than the literacy level of averagely intelligent students with dyslexia and whether this difference can be accounted for by the difference in their NL literacy level. The sample consisted of 148 Dutch native speaking secondary school students divided in four groups: dyslexia, gifted/dyslexia, typically developing (TD), and gifted. All students were assessed on word reading and orthographic knowledge in Dutch and English when they were in 7th or 8th grade. A subsample (n = 71) was (re)assessed on Dutch, English, French, and German literacy one year later. Results showed that Dutch gifted students with dyslexia have higher NL literacy levels than averagely intelligent students with dyslexia. As in the NL, a stepwise pattern of group differences was found for English word reading and spelling, i.e., dyslexia < gifted/dyslexia < TD < gifted. However, it was not found for French and German literacy performance. These results point towards compensation: the higher English literacy levels of gifted/dyslexic students compared to their averagely intelligent dyslexic peers result from mechanisms that are unique to English as a FL. Differences in results between FLs are discussed in terms of variation in orthographic transparency and exposure.  相似文献

ABSTRACT

Two explanations for resolving dyslexia were investigated, one assuming resolving underlying deficits and another assuming compensatory mechanisms based on cognitive strengths. Thirty-six Dutch gifted secondary-school students with either persistent (n = 18) or resolving (n = 18) dyslexia participated. Groups, matched on IQ, were assessed on dyslexia- and intelligence-related cognitive risk and protective factors. Findings for the risk factors showed support for both the resolving-deficit and compensatory-mechanism theories: Resolving and persistent groups were comparable on phoneme deletion and nonalphanumeric rapid automatized naming, but resolvers outperformed students with persistent dyslexia on spoonerisms and alphanumeric rapid automatized naming. For the protective factors, resolvers consistently showed more pronounced cognitive strengths in verbal areas relevant for literacy development, which is in line with the compensatory-mechanism theory. We conclude that, besides underlying deficits resolving to some extent, compensation is a plausible explanation for resolving literacy difficulties in gifted students.  相似文献

ABSTRACT

In the wake of neo-liberal informed global trends to set performance standards and intensify accountability, the Dutch government aimed for ‘raising standards for basic skills’. While the implementation of literacy standards was hardly noticed, the introduction of numeracy standards caused a major backlash in secondary schools, which ended in a failed introduction of a high stakes test. How can these major differences be explained? Inspired by Foucault’s governmentality concept a theoretical framework is developed to allow for detailed empirical research on steering processes in complex systems in which many actors are involved in educational decision-making. A mixed-methods multiple embedded case-study was conducted comprising nine school boards and fifteen secondary schools. Analyses unveil processes of responsibilisation, normalisation and emerging dividing practices. Literacy standards reinforced responsibilities of Dutch language teachers; for numeracy, school leadership created entirely new roles and responsibilities for teachers. Literacy standards were incorporated in an already used instrument which made implementation both subtle and inevitable. For numeracy, schools distinguished students by risk of not passing the new test affirming the disciplinary nature of schools in the process. While little changed to address teachers main concerns about students’ literacy skills, the failed introduction of the numeracy test usurped most resources.  相似文献
