Millions of Canadians residing in Canada's northern, isolated, rural, and remote communities do not have broadband Internet access. This situation has led to a national “broadband divide.” That is, the deployment of wireline broadband is very limited in Canada's northern, isolated, rural, and remote areas because of the significant expense of installation and maintenance of the wired infrastructure needed to reach dwellings in these locations.Terrestrial broadband wireless technology, on the other hand, does not entail the same kind of physical infrastructure. As a result, there are dramatic changes in how spatial considerations affect the provision of broadband Internet services (BIS) to areas beyond the urban zone. In particular, the spatial question is now focused on assessing the capacity for different technological solutions to reach profitable population bases, and brings to the forefront organizations that are developing non-line-of-sight (NLOS) technologies that would permit wireless Internet access over much greater distances than current solutions.We begin this paper by establishing the importance of broadband connectivity to Canada's northern, isolated, rural, and remote communities. This discussion comments on the role of the Government of Canada in the provision of broadband connectivity to residents of these communities, and outlines the current regulatory issues that govern wireless services and policy formulation.The second part of the paper illustrates the use of geographic information system (GIS) approaches in the study of wireless broadband planning and deployment. Case study findings suggest that GIS applications can make a significant contribution to the analysis of wireless deployment planning, to the understanding of the relationships between wireless signal sources and consumers, and to the spatial configuration of terrestrial wireless broadband networks. We conclude the paper by discussing how the GIS approach employed could be used to inform the public policy process with regard to increasing access to broadband Internet services in all regions of the country, and thereby providing the opportunity for all Canadians, regardless of location, to fully participate in the Information Society. 相似文献

The present study examines how language use (e.g., personalized vs. depersonalized language) and modality (e.g., tweets vs. Facebook status updates) influence source credibility interdependently. A total of 257 participants read personalized or depersonalized health messages embedded in mock-up tweets or Facebook status updates. The results show that users perceive depersonalized tweets as more credible than depersonalized status updates posted on Facebook. On the other hand, personalized status updates on Facebook generate higher credibility judgments than personalized tweets. The findings are discussed in light of the MAIN model as well as the preconceived user expectations and communication norms of social media. 相似文献

In this study, existing conditions, problems, and expectations in the application of electronic records management in Turkey are evaluated on the basis of the data obtained from 17 institutions. The main goal of the study is to define to what extent the applications in information and records services in electronic environment are compatible with the expectations.Design/methodology/approach
In this study, data were collected from surveys conducted in Turkey within the framework of the project InterPARES. Action research methodology was used in the study. The survey data were obtained from 17 institutions and results were evaluated in SPSS after their content analysis was conducted. The analysis was carried out in order to identify the conditions and problems in institutional electronic records management.Findings
Problems in coordination of services, integration and independence of information systems, administrative arrangements, and lack of professional personnel were detected within the institutions, and it is seen that transition to the secure application of e-signature is of first priority.Originality/value

Aimed at documenting the problems and constraints confronting learner-centered instruction in Turkey, this article first explains the link between democracy and education and the role of learner-centered instruction in realizing democratic ends. By drawing on John Dewey’s ideas and Turkish scholars’ perspectives on Turkish education, the article then presents the problems and constraints that pose threats to the implementation of learner-centered instruction in Turkey. In the field of information retrieval (IR), researchers and practitioners are often faced with a demand for valid approaches to evaluate the performance of retrieval systems. The Cranfield experiment paradigm has been dominant for the in-vitro evaluation of IR systems. Alternative to this paradigm, laboratory-based user studies have been widely used to evaluate interactive information retrieval (IIR) systems, and at the same time investigate users’ information searching behaviours. Major drawbacks of laboratory-based user studies for evaluating IIR systems include the high monetary and temporal costs involved in setting up and running those experiments, the lack of heterogeneity amongst the user population and the limited scale of the experiments, which usually involve a relatively restricted set of users. In this paper, we propose an alternative experimental methodology to laboratory-based user studies. Our novel experimental methodology uses a crowdsourcing platform as a means of engaging study participants. Through crowdsourcing, our experimental methodology can capture user interactions and searching behaviours at a lower cost, with more data, and within a shorter period than traditional laboratory-based user studies, and therefore can be used to assess the performances of IIR systems. In this article, we show the characteristic differences of our approach with respect to traditional IIR experimental and evaluation procedures. We also perform a use case study comparing crowdsourcing-based evaluation with laboratory-based evaluation of IIR systems, which can serve as a tutorial for setting up crowdsourcing-based IIR evaluations. 相似文献
