The paper examines e-government development in Africa. This study is based on the Cape Gateway project in South Africa, a leading e-government initiative on the continent. We observe that African countries have jumped on the e-government band wagon by looking mostly at the benefits without a clear risk assessment. We argue that African countries should question the pace and pathway for their e-government programs. We caution that e-government models from developed countries do not necessarily work in Africa. E-government programs in Africa should be balanced with the provision of basic needs and infrastructure. We conclude that e-government in South Africa should adopt multi-cultural approaches, and must be underpinned by national development priorities. We recommend that the Cape Gateway must address the socio-economic context and needs of the country. The pace and pathway of its e-government must depend on the availability of both financial and human resources and also user satisfaction.  相似文献

The purpose of this paper is twofold. First, the development of psychometrically sound process indicators of student performance is described. Second, the results are reported of a test of the utility of these indicators with six samples of men and women students (n = 911 in each group) from 19 baccalaureate, 27 master's, and 29 doctoral-granting institutions. Process indicators represent behaviors associated with desired outcomes of college and estimate the extent to which students are engaged in these activities. Selected items from the College Student Experiences Questionnaire were used to create measures of three good educational practices: faculty-student contact, cooperation among students, and active learning. Active learning and cooperation among students in that order were the best predictors of gains for both women and men at all three types of institutions. Student background characteristics had only trivial influences on educational gains. Implications are discussed for institutional policy and further research.  相似文献

The World Health Organization converted an award-winning experiential learning course that takes place on a bus traveling down the “cold chain” for time- and temperature-sensitive pharmaceutical products in Turkey to an online interactive learning environment through design-based research. Similarities and differences in the objectives of the two courses as well as the overlap in the learning activities, tools, and technologies deployed in courses are delineated. Many learning activities from the real bus course were successfully moved to the online course, but a few learning activities from the bus course could not be replicated in the online environment. However, several new and arguably more effective learning activities were implemented online that could not be accomplished on the bus. Design principles for developing online experiential learning environments were derived from the design-based research.  相似文献

Tinto postulates that students enter college with expectations. If these expectations are unmet, there is early disenchantment with the social and academic communities. Such disenchantments hinder academic and social integration which, in turn, influence subsequent institutional and goal commitments and ultimately student departure. These formulations are tested in a multi-institutional study of 263 first-time freshmen who entered four-year colleges and universities. The findings indicate that both academic and social integration are positively influenced by the meeting of expectations for academic and career development. Social integration is positively influenced by expectations for opportunities for personal involvement, but negatively affected by expectations for a collegiate atmosphere. Indirect effects on intentions to remain in the focal college are indirectly influenced by collegiate atmosphere and academic and career development. Implications for enrollment management and the development of linkages between theories of college choice and student departure are drawn.An earlier version of this article was presented at the annual meeting of the American Educational Research Association, Atlanta, GA, April 12–16, 1993.  相似文献
