数据管理与数据治理的比较分析及其对制定科学数据开放共享政策的启示

[目的/意义] 比较分析数据管理与数据治理差异与联系，为制定科学数据开放共享政策提供参考。[方法/过程] 运用比较分析法，解析数据管理与数据治理在定义与内涵、功能、目标、原则、焦点领域5个方面的异同，由此解析其对制定我国科学数据开放共享政策的启示。[结果/结论] 数据管理与数据治理在定义与内涵、功能、目标、原则、焦点领域上都有显著差异，但两者也有内在联系。数据治理是成功实施数据管理的关键。认清两者的关系有助于明晰目前我国科学数据管理政策的不足之处，为今后完善科学数据管理办法提供参考，从而规划与制定实用的科学数据开放共享细则。  相似文献   

主客观信息融合的港口综合能源系统评价指标体系

为建立绿色港口，实现港口的节能环保，对港口综合能源系统(port integrated energy system，PIES)的评价方法进行研究，提出一种主客观信息融合的PIES评价指标体系，将主观评价与数理统计模型进行结合，兼顾评价过程中的主客观因素，并采用基于马氏距离的统计检验方法对评分矩阵进行修正，实现对PIES的全面评价。通过青岛港董家口港区的调研数据，验证该方法的有效性。  相似文献   

光调控的Shastry-Sutherland格子上电子的体态-边缘态对应

在Shastry-Sutherland格子上运动的电子具有丰富的性质。利用Floquet 方法证明在上述系统中高频圆偏振光产生包括Dirac fermion，semi-Dirac fermion，quadratic band touch，SO（3）fermion和具有能隙的多种物相。在考虑自旋轨道耦合作用后，发现4种无能隙激发的相之间是拓扑等价的。通过计算纳米带的边缘态，按照体态-边缘态对应原则，发现这4种无能隙激发相在打开能隙之后都变成拓扑绝缘体。此外，还发现semi-Dirac fermion体态的各向异性色散关系和沿不同方向裁剪的纳米带边缘态之间也同样存在体态-边缘态对应。  相似文献   

Exploring askers’ switching from free to paid social Q&A services: A perspective on the push-pull-mooring framework

The purpose of this study is to explore the factors that prompt askers to switch from free to paid social question-and-answer (SQA) services. Prior studies have investigated users’ motivations and participation in free and paid SQA services; however, little attention has been paid to askers’ switching behavior. We empirically analyzed the content of qualitative interviews from 64 askers on a well-known SQA platform in China. Based on the push-pull-mooring framework, we identified and classified factors that influenced askers’ to switch from free to paid Q&A services, using the critical incident technique, after which we calculated the entropy weights of the 16 subcategories before and after the switch, using the entropy weight method. The findings suggest that askers’ switching behavior was influenced by push factors (i.e., dissatisfaction with the free SQA service), pull factors (i.e., satisfaction with the paid SQA service), and mooring factors (i.e., social factors, personal factors, situational factors). Moreover, the findings show that the effects of these factors vary significantly before and after a switch. Dissatisfaction with the quality of information from the free SQA service would influence users before a switch, whereas satisfaction with the quality of information from the paid SQA service would influence them after a switch. In terms of mooring factors, the effects of social and personal factors on askers’ switching behavior, especially subjective norms and cognitive lock-in, turn out to be less significant after a switch, whereas the effect of trust is more significant. Besides, the effects of situational factors are more or less the same before and after a switch. To the best of our knowledge, this paper is one of the first attempts to explore factors that affect askers’ switching behavior and to shed light on the managerial strategies of paid SQA services.  相似文献

在应急决策过程中，决策信息通常具有犹豫性、模糊性和非对称性，且决策者呈现出直观、快速的语言决策偏好。提出一种基于模糊语言TOPSIS的应急决策方法，使用犹豫模糊语言术语集和二元语义表达式对高度不确定环境下的语言进行处理，提高对犹豫模糊语言信息的提取能力，生成易于理解的语言评估结果，从而辅助决策者进行快速、准确的决策判断。案例证实该方法的可行性与有效性，为解决应急决策问题提供了一种新方法。  相似文献   

基于系统动态学方法的弱信号生命周期建模与仿真

[目的/意义]为增强弱信号的内涵研究，对其全生命周期过程下的各阶段要素以及要素间的联系进行探寻，以期获得一定程度上的理论贡献，同时也为相关组织在开展弱信号管理实践时提供理论指导。[方法/过程]在对弱信号概念研究现状进行梳理的基础上，结合意义构建理论给出了弱信号概念界定。随后，通过与信息生命周期、新兴议题生命周期进行类比，提出弱信号生命周期理念。进而采用系统动态学方法开展系统思考，使用因果回路图进行系统建模，运用存量流量图进行仿真模拟。[结果/结论]弱信号生命周期包含4个阶段：侦测、关联、传递、抉择，相应的系统动态学模型所具备的现实性得到验证，且通过情景模拟确认了4个关键辅助变量：外界噪声干扰程度、弱信号分析效率、组织内相互信任程度、决策者信任程度。在整体研究的基础上，给出弱信号管理过程中可能会遇到的障碍以及应对策略。  相似文献   

Applications of electrowetting-on-dielectric (EWOD) technology for droplet digital PCR

Digital microfluidics is an elegant technique based on single droplets for the design, composition, and manipulation of microfluidic systems. In digital microfluidics, especially in the electrowetting on dielectric (EWOD) system, each droplet acts as an independent reactor, which enables a wide range of multiple parallel biological and chemical reactions at the microscale. EWOD digital microfluidics reduces reagent and energy consumption, accelerates analysis, enables point-of-care diagnostic, simplifies integration with sensors, etc. Such a digital microfluidic system is especially relevant for droplet digital PCR (ddPCR), thanks to its nanoliter droplets and well-controlled volume distribution. At low DNA concentration, these small volumes allow less than one DNA strand per droplet on average (limited dilution) so that after a fixed number of PCR cycles (endpoint PCR), only the DNA in droplets containing the sequence of interest has been amplified and can be detected by fluorescence to yield an accurate count of the sequences of interest using statistical models. Focusing on ddPCR, this article summarizes the latest development and research on EWOD technology for droplet PCR over the last decade.  相似文献

对发达国家体育智库建设进行研究，梳理和总结了发达国家体育智库建设概况，探讨了其成功经验，针对我国体育智库建设的现状，提出了体育智库建设的路径选择。研究认为：发达国家体育智库大体分为政府型体育智库、独立自治型体育智库、高校附属型体育智库三类，发挥着知识和权力沟通桥梁、体育决策民主化平台、体育政策落实监护人等功能；政府的重视扶持、坚持研究独立性、合理的管理体制、完善的运行机制、严格的行业管理等是其发展的重要经验；最后根据体育全面深化改革的现实从体育智库的法之根基、术之利器、权之制衡、道之要义四个层面提出了相应的建设路径。  相似文献
