In the academic literature, private supplementary tutoring is widely known as shadow education, in part because it is commonly indistinct and because much of its content mimics that in mainstream schooling. Around the world, shadow education has become an important part of students' lives and in some places it diminishes the body that it mimics. This paper builds on studies that have focused on relationships between schooling and shadow education. The paper uses the conceptual lens of privatisation-by-default, and employs qualitative methods to understand the roles of both government and private schools in promoting tutoring in West Bengal, India. It finds that substantial proportions of shadow education emanate from and are fostered by school systems. On the one hand private tutoring as a form of privatisation-by-default gives freedom of choice, but on the other hand it limits choice. Further, school-bred tutoring can have a negative backwash on school systems. As such, private supplementary tutoring is not just a neutral shadow but affects the body that it imitates. Many studies in the field of comparative education take national education systems as the basic unit of analysis. The present paper has been conceived within this tradition, but has a different angle of approach. It focuses on 47 international schools in a small territory. Some of the international schools were grouped into larger systems but others were free-standing institutions. The focus of the paper thus lies at an intersection between cross-national and intra-national comparisons. Private supplementary tutoring, widely known as shadow education, has been viewed by many families around the world as a necessary complement to schooling. The analysis presented draws on questionnaire and interview data from secondary school students, teachers, principals, parents and other stakeholders in Myanmar. Parents displayed institutional mistrust in their perception of the inadequacy of public schooling to meet their children's needs. Organisational and interpersonal mistrust were also evident. The matters of mistrust relate to the theme of accountability in education, which requires systems for regulation and monitoring. The regulations on tutoring in Myanmar were widely ignored and were arguably worse than useless. process. Without assertive action by the school library media specialist, however, school administrators and teachers are
likely to be more aware of the media specialist’s administrative role than the roles of teacher, instructional partner, and
information specialist. Reductions to library media staff and finding common planning time are examples of serious challenges,

This paper contributes to the literatures on examinations, on self‐determination and dependence, and on small states. It draws particularly on materials for a Commonwealth Secretariat project on examination systems in small states. For the purposes of this paper, small states are defined as ones with populations below 3 million. The Commonwealth has 32 such states, scattered in different parts of the world.
Review of systems for external secondary school examinations shows three basic models. Some small states operate their own examination systems, some participate in regional bodies, and some make use of examinations set in other countries. This longitudinal study examined how separation and family conflict mediated the effects of two acculturation variables (English language use and generational status) on substance use (alcohol, tobacco, and marijuana use) and deviant behavior outcomes in a Mexican American high school age sample. Structural equation modeling indicated that separation was a significant mediator of the relationship between acculturation and alcohol use, tobacco use, and deviant behavior. Family conflict mediated the effects of acculturation on marijuana use and deviant behavior. Model comparisons across gender groups suggested that generational status was an influential acculturation measure for females but not males. Additionally, English language use maintained a direct effect on marijuana use among females, whereas this relationship was mediated by separation for males. 相似文献

The decentralisation of educational administration has been widely advocated as a strategy to promote local participation in education. However, the fact that this advocacy has a long history raises the question why decentralisation has not been achieved in more educational systems. The answers to this question are many and complex. Among them are difficulties with the implementation of reforms. The present study examines some of these difficulties in Kerala State, India. It determines that although Kerala has a strong reputation for political participation, the rhetoric of decentralisation in the educational sector has not matched the reality there.
