In this paper, we consider the difficulties that a group of internationally educated female teachers (female IETs) encountered in the process of seeking certification in the Canadian Maritimes. We read their experiences in the context of neoliberalism, in particular how they are positioned in the labour force and also the teaching profession. We consider the material effects of differences such as gender, race, ethnicity, and regional location for the female IETs. Further, we underscore implications for teacher education.

ABSTRACT

This paper proposes a novel approach for understanding money users’ relation to monetary governance institutions. It first describes the stakes involved in monetary governance from a neo-chartalist/MMT perspective. In a second step, it discusses existing contributions on the relation between money issuer and money users, highlighting the literatures on central bank legitimacy and the social construction of money. It argues that neither allows for an analysis of the relation between monetary institutions and money users that takes the latter’s knowledge seriously. It then argues that the concept of moral economy can enrich scholarly analysis. Moral economies of money are defined as collective practices in which money users articulate demands as part of an understanding of money as a public good. Finally, the paper deploys the moral economy of money perspective to reconstruct the changing relation between institutions of monetary governance and money users since the Great Depression in the U.S. It shows how New Dealers silenced a moral economy of money, discusses fragmented moral economies after World War II, and the partial reemergence of such moral economies after the Great Financial Crisis. The paper concludes by discussing political implications and suggestions for further research.

Equity, democracy, and neoliberal assaults on teacher education
Although in the long run, neoliberalism has a track record of undermining equity and democracy, in the short run it has directed attention to education needs that have been inadequately addressed. This article sketches what teacher education in the US can do to advance equity and democracy in five areas: recruitment and admission, early fieldwork, professional coursework, student teaching, and on-going professional development. The article then examines three neoliberal pressures teacher education: (1) away from explicit equity-oriented teacher preparation, and toward preparing teachers as technicians; (2) away from defining teacher quality in terms of professional knowledge, and toward defining it terms testable content knowledge; and (3) toward shortening university-based teacher education or by-passing it altogether. It concludes by emphasizing the importance of collaborating with underserved communities as a way of pushing back against neoliberalism.

Abstract

This article explores the powerful yet contradictory role of neoliberalism, its competitive mechanisms and emotional logics. Theoretically, it reviews the shifting state-higher education-market nexus through the lens of a critical cultural political economy paradigm. Conceptually, it closely examines Davies’ work on the ‘logic of competition’ (2014) and Naidoo’s idea of ‘competition fetish’ (2011, 2015, 2018) to expose the material and discursive dispositifs through which nation-states, institutions and individual actors mobilize universities to position themselves in the global knowledge economy. The discussion is informed and supported by empirical evidence drawn from a doctoral project (2013–2014). The article aims to contribute to the extant critique of (higher) education by introducing the paradox of ‘polarized convergence’ as an instance of differentiation without diversity in the contemporary English university. Such paradox urges the re-visitation and broadening of the idea and practice of the entrepreneurial university to reinvigorate the link between competition, innovation and diversity.

ABSTRACT

Accounts of neoliberalism in education frequently evoke a universal trend, with insufficient attention to context, as well as routinely presenting the ‘pre-neoliberal’ as the ideal. This paper argues that studies of neoliberalism, concentrated in the global North, frequently ignore the distinctive forms and histories of neoliberalism in the global South, as well as its connections to other logics of power, which are illustrated using examples of schooling in Brazil. The differing weight of neoliberal politics and policies across geopolitical boundaries suggests caution in casting neoliberalism as a unique institutional setting for contemporary educational inequalities or attributing all educational conservatism to neoliberalism. A conceptual contribution is provided by proposing a multi-scalar approach to educational inequalities, in which educational sites, events and practices are considered in terms of nexus.

ABSTRACT

We explore the role of neoliberalism within portrayals of internationalisation in higher education (HE). Through an analysis of four features of internationalisation, we suggest that they embody a complex entanglement of neoliberal categories and assumptions with other, primarily progressive humanitarian ideals. This framing of internationalisation has three affects. One, humanitarian ideals coupled with neoliberal categories normalise inequalities, turning internationalisation into a meritocratic global race, focusing on celebrating the possibility of the few who can achieve, instead of the embedded inequalities within the system, which disadvantage the many. Two, this allows neoliberal practices to be advanced through the discourse of internationalisation and its association with progressive humanitarian values. Three, this neoliberal framing does not explain the nature of internationalisation of HE in many nations; we demonstrate this by analysing internationalisation in China, Israel and Cuba. We suggest that internationalisation in HE cannot be adequately explained by analyses which rely on neoliberalism.

ABSTRACT

Maoist policy in China emphasised the peasants and workers. It integrated academic study with productive labour to nurture socialist citizens useful for the nation’s modernisation. More recently, China has been described as having a ‘neoliberal turn’ but many see the situation as more complex than this due to the significant role given to the state in economic development and governance. Using the film ‘Breaking with Old Ideas’ [Li, W. (1975). Breaking with old ideas [Motion picture]. China: Beijing Film Studio] to inform, and stimulate participants, this study examined how a group of 15 Chinese students at an Australian university perceived the transformation of higher education in China. Findings generated from written responses and interviews addressed the relationship between neoliberal imaginings and Foucauldian subjectification processes in post-Maoist China, supporting the thesis that China cannot be called neoliberal in the traditional sense of the word. In terms of education, there co-exist socialist and neoliberal rhetorics with tensions between Confucianism, suzhi (quality) and traditional examination-driven models.
