ABSTRACT

Educational leadership has been an integral part of the Ethiopian traditional education. Nonetheless, the nation’s school leadership evolution started with the deployment of the first principal in Ethiopian western type school a century and a decade ago. Since then, Ethiopian school leadership evolved through seven distinctive phases: principalship evolved into separate position, Ethiopian replaced expatriate staff, principal preparation initiated, albeit enlargement of the task, principals’ preparation reduced, principalship deprofessionalised, principals’ preparation reemphasised, and PGDSL preparation started. During the evolution, the dominant model of decision making for initiating school leaders’ development programmes was political command. Unfortunately, those decisions didn’t involve educational stakeholders and, most often, it didn’t incorporate the will and concerns of the principals’. Furthermore, evolution of the school leadership was erratic in that it fluctuated back and forth rather than consistently advancing forward. Hence, school leadership of the nation couldn’t contribute what it must contribute to the Ethiopian education.  相似文献

Abstract

Recent policy developments within the public service sector have led to widespread de‐professionalisation and a general loss of motivation and morale within education, health and social work. This state of affairs has been brought about by the imposition of a social market on public sector professions and through the introduction of competence‐based education and training (CBET) strategies into professional studies. These developments are criticised for their failure to capture the essential epistemological and moral dimensions of the work of professionals, and programmes for professional regeneration are recommended through the renewed emphasis on the workplace as the site of professional learning. Work‐based learning may enable professionals to re‐affirm the importance of experiential learning and reinforce the centrality of the ethical bases of professional practice.  相似文献

For the past two decades schools and teachers in New Zealand and elsewhere have been the subject of and subjected to intense public scrutiny of their performance and professional activities. In effect, policy solutions have cast teacher and school performance as a ‘problem’ to be solved/resolved via the intervention of the State. Consequently, the policy remedy has been the introduction of audit mechanisms such as systems of performance management to define, regulate and control teaching and teachers. That is, the State has directly intervened in the professional work and activities of teachers based on the flawed assumption that teachers cannot be trusted and therefore require the intervention of the State and its agencies to ensure their performance is aligned with organisational objectives. And while one of the hallmarks of a profession and professional practice is adherence to a set of prescribed standards, performance management has rendered teachers accountable to the State, not professional peers. And, as this article outlines, this has served to de‐professionalise teaching and teachers’ work.  相似文献
