The present article compares the strategies of the legitimation of piracy developed by Western authors such as Richard Stallman and Larry Lessig with those developed by everyday Bulgarian pirates. It attempts to escape from the usual debate between the entertainment industries and the supporters of free culture, and to open the field for new perspectives. In Bulgaria it is precisely “free” as in “free beer” that matters, since the prices of cultural products tend to be too high for the Bulgarian market. In many cases, there is no possible legal access to the cultural products desired. The digital library “Chitanka” illustrates how piracy as bottom-up initiative compensates for the lack of successful public policies oriented towards visually impaired people and Bulgarian emigrants abroad. Although mobility and de-territorialisation have made piracy possible, it is perceived as a deeply national cause. The article emphasises that a difference should be made between open non-commercial projects as “Chitanka” and commercial torrent trackers, which thrive in the grey economy and abuse the symbolic capital of free culture. Piracy should be analysed at the intersections of global economic shifts and their local repercussions, of transnational culture flows and local culture infrastructure. Only this kind of an approach is likely to help us trace the unstable border between the cases in which digital piracy is a problem of the grey economy, and those in which it offers original non-market solutions to deeper structural problems.  相似文献

ABSTRACT

The article’s aim is twofold: to outline the specificity of the embeddedness approach and to explore the embeddedness of graduates’ education-job mismatch and the formation of lifelong learning policies. The study is based on both quantitative and qualitative data, obtained from the Bulgarian Universities Ranking System, and from interviews with experts and young adults engaged in a lifelong learning programme. The analysis uses multilevel modelling. It also relies on mapping lifelong learning policies in Bulgaria through a thematic content analysis. The article argues that the misbalances for highly educated people on the labour market mirror structural problems in the economy and the educational system. The argument is reflected in the historical and structural embeddedness of graduates’ education-job mismatches and the lifelong learning policies applied to overcome this. The results show that the extent of vertical education-job mismatch depends on the different profiles of higher education institutions and professional fields; they also demonstrate different ways in which the embeddedness approach could help shed new light on, and critically assess, lifelong learning policies. The findings reveal a differentiation between national and local levels of lifelong learning policy towards graduates and that regional policies are actively embedded in local contexts.  相似文献

In this essay I analyze the current status of the academicprofession in Bulgaria at a time of difficult socio-economictransition. After providing a brief overview of the historicaldevelopment of Bulgarian academia, I discuss faculty workingconditions, the career path within the profession and the legalframework for the professoriate. Numerous problems with respectto finances, institutional infrastructure and legal environmentchallenge the status quo of the Bulgarian faculty. Nikola V. Mikhov (1877–1962) set the standard for modern bibliographers in Bulgaria. He compiled major bibliographies of Bulgarica, or foreign works on Bulgaria, concentrating on the history and economics of Bulgaria and Turkey before 1878, the year Bulgaria gained autonomy from the Ottomans. Mikhov combed the collections of important Western European libraries in France, Belgium, Germany, Austria, and other countries to examine works for inclusion in his bibliographies. Using both published and archival sources, the author surveys his life, his bibliographic method, and his more important bibliographies.  相似文献

This article traces the development of recent bibliographies of East European newspapers held by the Library of Congress. Since 2006 the European Division of the Library of Congress has placed ten newspaper bibliographies onto its website for the following countries: Bosnia and Herzegovina, Bulgaria, Croatia, Hungary, Hungary 1956, Kosovo, Macedonia, Montenegro, Russia, and Serbia, as well as a mixed newspaper/journal bibliography of the Soviet independent press, 1985–1992. The author covers topics such as the need for such bibliographies, their collection development benefits, the difficulty in maintaining their currency, and their popularity based on website statistics.  相似文献

ABSTRACT

The article examines the application of innovative approaches in the information literacy training of library and information science students in Bulgaria. The change of the educational paradigm in the field is presented based on recent developments in one of the oldest Bulgarian institutions that prepares librarians and information specialists—the State University of Library Studies and Information Technologies. The active learning strategies suitable for information literacy skills development courses are studied by the use of three methods: “learning by doing,” “interaction in the learning group,” “learning by trial and error” within the practical training of students. The prospects for transforming information literacy instruction through the elaboration of digital educational games and a game-based learning model in the frame of the international project tiLIT are also outlined.  相似文献

This synthesis paper explores current leadership training in science, technology, engineering and mathematics (STEM) education in Bulgaria. The analysis begins with discussion of global factors influencing the implementation of leadership training in STEM education in general and then presents information about the current status of leadership training in Bulgaria with emphases on the country's economics, politics and geographical location as specific factors influencing leadership education. A short background of Bulgaria is presented with regard to population, gross domestic product, educational system, engineering force and possible need for leaders in industry in Bulgaria and the European Union. The paper provides an overall view about the current status of leadership training in all Bulgarian universities offering STEM education and concentrates specifically on two major universities by examining their currently offered programmes. As part of the discussion, similar training elements in other European countries and the USA are presented.  相似文献
