This column focuses on formal collaboration and networking among libraries through consortia. It offers in-depth examinations of issues facing modern library consortia including (but not limited to) e-resource licensing, ebooks, next generation integrated library systems, shared print archiving, shared digital repositories, governance and other relevant topics. Contributions are accepted for this column and must be submitted to George Machovec (george@coalliance.org). Contact the column editor for suggested topics, deadlines and formatting.

Library consortia are under increasing scrutiny regarding their value to member libraries. Most consortia offer a suite of services which can be valued either quantitatively or qualitatively to determine a return on investment for money and time put into consortial activities. Various common consortial activities are discussed with thoughts regarding their value to local libraries. Recommendations and suggestions are provided on how to perform a Cost Benefit Analysis (CBA)/Return on Investment (ROI).  相似文献

图像可以被分为重要的感兴趣区域和不重要的背景区域。提出了一种新的基于感兴趣区域的图像压缩方法。该方法首先使用一个基于视觉生理和心理物理实验基础的视觉注意计算模型计算图像中的感兴趣区域,然后用JPEG算法对感兴趣区域和背景区域采用不同的压缩比进行压缩。实验结果表明,该算法具有比JPEG算法更高的压缩效率,同时保证了图像良好的视觉效果。  相似文献

本文提出了一种在前方车道图像中建立高分辨率的ROI(Region Of Interest)即感兴趣区域,并在其中建立搜索窗口以提高车道识别精度的方法,实验证明这种方法能够更好的处理非理想路况的各种不确定因素,除了能更精确的追踪车道标志线之外,还能更好的应用于前方图像出现噪声、阴影以及路面反光等不利情况。由于高分辨率ROI的建立,在不增加运算时间的前提下,识别精度却更加提高,同时整个运算过程的计算量大大减少。  相似文献

This work focuses on the application of the reconstruction method of differentiated backprojection (DBP)-projection onto convex sets (POCS) in the interior problem.First,we present the definition of the interior problem and real truncated Hilbert transform,and then outline the implementation steps of DBP-POCS.After that,we introduce the middle-part known condition for region of interest (ROI) accurate reconstruction and the unique condition of the interior problem,and verify the uniqueness and stability of the interior problem accurate reconstruction through numerical experiments,and then compare the results for the interior problem in reconstruction images using filtered backprojection (FBP).In addition,the authors also design the application models of ROI reconstruction and make an initial attempt to the application of DBP-POCS method in the interior problem.  相似文献

在存在感兴趣区域图像的情况下,利用JPEG2000中的一般位移法对小波分解后的低频和部分高频系数作提升,达到对感兴趣区域和全图质量的提高,然后结合SPIHT算法编码。依据人眼的视觉原理,实验中采用圆形作为感兴趣区域。通过3组实验对比,可知:对低频和中频系数全面提升后,重构后的图像质量有所提高。  相似文献

Librarians must be prepared and proactive so when asked to justify budget allocations they have the tools to show their library's value and understand the importance of expressing value in terms familiar to the administrators. By identifying stakeholders and obtaining their buy in, librarians can turn data into evidence of the organization's return on investment (ROI) in the library. In this paper, more efficient, low-complexity and reliable region of interest (ROI) image codec for compressing smooth low texture remote sensing images is proposed. We explore the efficiency of the modified ROI codec with respect to the selected set of convenient wavelet filters, which is a novel method. Such ROI coding experiment analysis representing low bit rate lossy to high quality lossless reconstruction with timing analysis is useful for improving remote sensing ground truth sur- veillance efficiency in terms of time and quality. The subjective [i.e. fair, five observer (HVS) evaluations using enhanced 3D picture view Hyper memory display technology] and the objective results revealed that for faster ground truth ROI coding applications, the Symlet-4 adaptation performs better than Biorthogonal 4.4 and Biorthogonal 6.8. However, the discrete Meyer wavelet adaptation is the best solution for delayed ROI image reconstructions.  相似文献
