改革开放以来,我国民办基础教育获得了较大发展,成为公办教育的有益补充。但其发展仍然受到属性定位不明确、产权界定不明晰、合理回报率不确定、制度供给不充足、政府管理不到位等因素的制约,必须加强民办基础教育的法制建设,分类确定民办基础教育学校的身份,明确界定产权关系,正确对待营利性与回报率,建立民办基础教育统筹管理制度,以推进民办基础教育的可持续发展。 相似文献

Zusammenfassung. Das System fur die interaktive, automatische Stundenplanung ist im Rahmen der Forschungsarbeiten des Bereichs Planungstechnik und Deklarative Programmierung in Fraunhofer FIRST zur Erweiterung der Constraint-basierten Programmierung entwickelt worden. Mit dem System wird die Stundenplanung der Medizinischen Fakultat Charité seit dem Sommersemester 1998 vorgenommen. Seitdem wurde das System kontinuierlich weiterentwickelt. Der erfolgreiche Einsatz des Systems zeigte, dass die gewahlten Methoden und Verfahren sehr geeignet fur die Behandlung derartiger Probleme sind. Die Vorteile einer kombinierten interaktiven und automatischen Stundenplanerzeugung konnten eindeutig nachgewiesen werden.CR Subject Classification:

在构建地区科技金融发展体系对我国30个省(区、市)科技金融发展水平进行测算的基础上,构建面板模型对地区宏观科技金融发展水平对微观企业研发投入的作用进行实证分析。研究发现:(1)科技金融发展对企业研发投入存在正向激励作用,且主要通过科技资本市场和风险投资发生作用;(2)科技金融发展对企业研发投入的作用存在所有制差异和研发强度差异,非国有企业和高研发强度企业获得的科技金融支持作用更强。 相似文献

选取2010-2017年我国高端装备制造业上市公司的微观数据,考察财政补贴、融资约束与企业研发投入之间的关系。研究结果表明:财政补贴对高端装备制造企业的研发投入强度具有显著的促进作用,且这种促进作用在国有企业、年轻型企业和成长型企业中更明显;而融资约束不仅直接对高端装备制造企业的研发投入强度产生抑制作用,还抑制财政补贴对高端装备制造企业研发投入的促进作用,且非国有企业、年轻型企业和成长型企业受到的抑制作用更强。为此,提出政府加大研发补贴力度,引导企业和社会资本投入到研发创新活动中,加快优化企业的融资结构、规范信息披露行为,以及有针对性地制定和调整相关补贴政策等对策建议。 相似文献

Abstract The study focused on constraints affecting the utilization of Information and Communication Technologies (ICT) for agricultural extension activities by Agricultural Extension Officers in Nigeria's Niger Delta Region. Data were derived from 160 extension officers affiliated to both public and private extension organizations in four states of the Niger Delta. Findings revealed important specific constraints to include: poor ICT infrastructure development, high cost of broadcast equipment, high charges for radio/television presentations, high cost of access/interconnectivity and electricity power problems. The use of Factor Analysis aided to crystallize identified constraints into three factors of ‘poor enabling environment’, ‘lack of access’ and ‘dissemination of unrelated information’. Against the background of several national government initiatives to develop the infrastructure base of the country, recommendations are proffered to ameliorate ICT use constraints. 相似文献

In this review, we explore the role of motor control and biomechanics in developing an understanding of soccer skills using kicking as the main vehicle. The links between these sub-disciplines of sport science have not been well established in the past because of an emphasis on cognitive processes in traditional accounts of motor behaviour. We argue that a dynamical systems interpretation of the processes of coordination and control in movements with multiple degrees of freedom signals a new era in the relationship between the sub-disciplines of motor control and biomechanics. Although research on coordination and control of soccer skills is currently sparse, there are indications that the relationship between motor control and biomechanics could form a significant component of scientific programmes in talent identification and skill development.
