From objects to subjects: Repositioning teachers as policy actors doing policy work

Within policy discourses, teachers are positioned as objects of reform who enact policies under rational systems of observation and accountability and are, therefore, situated as de-professionalized actors lacking expert knowledge. This research project asks relatively straight-forward questions: If practicing teachers were given a voice in political debates over urban education policy and reform, what would they say? What macro-level policy problems would they identify as being important? Findings indicate the primary policy problems include Systemic Inequity and Bad Policy. The primary policy solutions include, Schools as a Community Resource; Shared Decision-Making; Contextual Goals; and Time, Space and Resources.  相似文献

借鉴罗茨的政策网络治理理论框架,对A镇农村人居环境整治中各参与主体构成的参与网络展开研究,研究发现:各主体之间的关联性较为松散,尤其是议题网络与生产者网络之间关联性欠缺会提高生产者网路对社会效益的忽视程度,并且生产者网络和议题网络中的多数主体参与能力有欠缺。提出应建立一个整合性的网络治理结构,增强各参与网络之间的关联性,尤其要建立专业网络、生产者网络和议题网络之间的关联性和依赖性。  相似文献   

Explaining the persistence of “decentralisation” of education in Egypt

This study examines how and why decentralisation remained central to education reform in Egypt over the period 1990–2016 despite the mixed outcome at both the national and international levels. Three decentralisation models were examined: community schools, public-private partnerships and school-based management. Network analysis was combined with a process-tracing approach to identify the key actors and mechanisms causing policy persistence. Analysis revealed international agencies used coercion through funding and persuasion by framing the models to match political sponsors’ interests. There was also bounded-rational learning by national actors from foreign experts and experiences and several complementary mechanisms with minor influence.  相似文献

政策性融资机构是指资金运用服务于国家政策的融资机构。中国环境保护活动的蓬勃发展,与政策性融资机构的支持是分不开的。理论分析与实践表明,政策性融资机构在经营中适当增加追求利润的内容,反而会增加社会的整体福利。政策性融资方式支持中国环境保护领域必须进行创新,比如组建专门的财政型政策性融资机构和推动国家开发银行的经营机制创新、组织创新、制度创新等。  相似文献   

政策不确定性与企业粗放型创新:激励效应与选择效应

创新驱动政策下,地方政府为“创新”而竞争,企业创新呈粗放式模式,投入力度虽不断增强,但专利成果却量多质低。本文研究发现：(1)受新上任政府为“创新”而竞争的政策激励,政策不确定性对企业粗放型创新投入具有明显的促进作用。(2)政策不确定性对粗放式创新质量的影响存在着选择效应,面临政治冲击时,仅“功利性”的策略性创新企业专利申请数量短期内急剧增加,而以提升创新能力为目的的实质性创新专利数量并未显著增加。(3)在以专利数量等为政府资源分配的重要参考指标驱动下,政府补贴这一政策工具在政策不确定性与粗放型创新之间发挥了传导作用。本文结论意味着专利数据考核指标,政府补贴等“非市场”因素增强了企业粗放型创新行为,但并不利于创新质量的提高。  相似文献

Leaving It Up to the Industry: People With Disabilities and the Telecommunications Act of 1996

This article examines whether Section 255 of the 1996 Telecommunications Act achieves accessibility for people with disabilities. Taking the interest group approach, it shows that the Federal Communications Commission (FCC) implemented Section 255 in a way that is favorable to the telecommunications industry and not to people with disabilities. The FCC's regulations only encourage the telecommunication industry to consider accessibility issues for people with disabilities. This proindustry regulatory bias is in keeping with the established pattern of policymaking in other areas concerning people with disabilities. The paper argues that if the FCC continues to rely on the voluntary efforts of the industry, people with disabilities will not enjoy benefits of access to telecommunications systems.  相似文献
