| 摘 要： | 在西方,非政府组织在公共物品的提供中存在着慈善供给不足、服务活动的特殊性、非独立性和业余主义等问题。我国的NGO也存在着非政府组织机构不完善、公众志愿参与不足、慈善供给不足、信任危机等志愿失灵的现象。对此,政府要给予NGO"合法"地位,同时NGO要完善组织结构,加强志愿活动制度建设,化解信任危机等等。
