| 摘 要： | 中华人民共和国自 1 949年 1 0月建国以来 ,已历时 50余年。 50多年来 ,我党在社会主义革命和建设道路上进行了艰辛探索 ,从建国初期确立的苏联模式到如今建立社会主义市场经济体制 ,此间几多曲折。其中中央和地方关系问题的处理 ,从一个侧面体现了我党的治国方略 ,同时它很大程度上也影响到我国社会主义建设的历史进程。本文试就中央与地方关系问题作为切入点 ,对我国 50多年来政治、经济体制的变迁作一审视回顾 ,意在阐明当前改革的合理性、必要性、迫切性以及确立社会主义市场经济体制的历史必然性。

| Abstract: | The People's Republic of China has lasted for more than 50 years since October 1949.The Party has attempted to find out the way for socialism revolution and development for over 50 years.It has witnessed many tortuosities from the model of Soviet Union established at the initial stage to the set up of socialism market economy now. Among which the settlement of the relationship between the central government and the local government refluences the historical process of our socialism construction to a great extent. The paper,from the point of the relationship between the central government and the local ome,examines and reviews the system changes on the politics and ecnomy of our country since 1949. It intends to clarify the rationality,necessity,and urgency of the present reforms as well as the historical inevitability of the establishment of the system of the socialism market economy. |
