| 摘 要： | 运用新制度经济学制度变迁理论对中美高等教育评估制度的变迁进行比较分析，结果表明，美国采取的是诱致性制度变迁，我国采取的是强制性制度变迁。得到以下启示：应选择强制性制度变迁和诱致性制度变迁相结合的制度变迁路径；重视指导社会评估组织的发展；注重培育高等教育评估市场；应进一步明确政府、高校和社会评价组织在高等教育评估中的角色。

| Abstract: | The theory of new institutional economics is applied to make an analysis and study of Sino-US Higher Education Evaluation System of Changes. The causing system vicissitude and compulsory system vicissitude are two kinds of models used in USA and China. We should combine compulsory and inductive system change, attach importance to social assessment guide the development of the organization, pay attention to nurturing higher education assessment market, and further clarify the roles of the government, higher education, and social organizations in the evaluation of higher education assessment. |
