| 摘 要： | 服务型政府是公民本位的参与式政府,公民与政府的良性互动是服务型政府建设的基础。这种活动必须依赖一定的组织载体来发挥中介桥梁作用。社会组织可以承接这一任务。我国社会组织自身和政府管理存有很多问题,阻碍了社会组织参与能力的发挥。为此,就要进行路径选择以破解难题,提升参与能力,推动服务型政府建设。
