| 摘 要： | 国家创新能力测度对于创新型国家建设进程监测具有重要的理论和实践意义。本文首先对国家创新能力理论研究成果进行了梳理；接着选择9套有影响的国家创新能力测度方案进行比较，分析了每一套方案的特点和方法论内涵；最后从国家创新能力测度与创新型国家评价的区别和联系、国家创新能力测度的指标体系设计、基础数据支撑、测度结果分析和应用等方面探讨了国家创新能力测度的方法论问题。

| Abstract: | Measurement of national innovation capacity is theoretically and practically meaningful to monitor process of building innovative nations.The paper firstly summarizes theoretical study results of national innovation capacity;then compares 9 sets of measurement about national innovation capacity and analyzes their characteristics and methodology connotation;finally discusses methodology of measuring national innovation capacity from the perspectives of difference and relation between national innovation capacity measurement and innovative nation assessment,indicator system design of national innovation capacity measurement,basic data support,measurement result analysis and application. |
