| 摘 要： | 有效竞争是政府制定和实施自然垄断产业的产业组织政策的主要依据。由于自然垄断产业是政府管制的对象，目前已有的研究成果忽视了管制的必要性及管制的成本。因而对有效竞争的认识是不全面的。有效竞争的实质是使社会经济效率达到最优的一种状态；自然垄断产业有效竞争的决定变量除了规模经济和市场竞争外，还有管制成本；自然垄断产业如何实现有效竞争取决于不同状况下社会成本的比较。

| Abstract: | Monopoly industry & industry structure policy formulating & undertaling the natured Efficient competetion is the najor basis of the government. Because natural monopoly industry is the object of government's regulation, the present studies ignore the necessity and costs of regulation, which is therefore is not complete. The author thinks that the nature of effecient competition is the optimal of social efficiency, and determinants of effecient competition in natural monopoly industry including regulatory costs besides scale economy and market competition, and how to realize it depends on the comparasing of social costs in different states. |
