| 摘 要： | 由于继续教育的对象的特殊性，继续教育与高等教育想对比，更适合借鉴全面质量管理理念。要在继续教育当中实现全面质量管理，必须建设继续教育的质量文化。在继续教育领域内要建设质量文化，应当有一定的原则。要在继续教育当中建设质量文化，除在宏观层面上．实行一定的政策和策略，还要充分借鉴TQM的理念，进行制度创新和制度选择，达到用改革的办法解决发展中的问题，靠制度创新消化发展中的矛盾的目的。

| Abstract: | With the special students in continuing education,compared with higher education,continuing education is more suitable to overall quality management theory.To achieve overall quality management,we must construct quality culture according to certain principles.Besides some policies at the macro level,we should reform the system on the basis of TQM theory,to solve problems and conflicts in the development. |
