摘    要:党中央、国务院从全面建设小康社会,开创中国特色社会主义事业新局面的全局出发作出了建设创新型国家的战略决策。创新的关键在于人才,我国在激烈的国际竞争中能否占有一席之地,取决于能否造就出大批高素质的创新人才,它将直接影响国家的发展实力和国民素质的提升。

Abstract:The party is central ,State Department is from the overall construction middle-class family society,found the strategic decision that the overall situation of the Chinese special features socialism business new situation set out to do to constuct a creative type a nation.The creative key lies in a talented person,the our country can occupy a place in the international competition of the vehemence,being decided by the creative talented person who can educate a character with high large quantity,it will influence the development real strenght and citizen's character of the nation to promote directly.
