| 摘 要： | 司法机关对外来人员非羁押性强制措施的适用率偏低,与本地人员相比显失公平。检察机关的审查批捕工作对非羁押性强制措施的适用起到重要的作用。本文对Z省H市J基层检察院近三年来有关外来人员适用非羁押性强制措施情况,运用SPSS统计软件进行数据分析。进而从转变观念,构建社会危险性评估机制,完善立法等方面提出解决问题的思路。

| Abstract: | The applicable ratio of non-custodial coercive measures for alien workers is low. It＇s not fair when compared with the locals. The work of prosecutors played a key role on this issue. With SPSS statistical software,this paper analyzed data of Procuratorate in the past three years,and then proposed solutions to the problem in changing concepts,building mechanism and improving legislation and so on. |
