| 摘 要： | 高等教育成本分担制度设计有利于教育机会公平、教育活动公平和教育结果公平。由于我国高等教育所面临的社会经济基础条件、成本分担体系的构建、教育成本的管理与控制及成本分担的保障机制等方面的原因,高等教育在成本分担政策实施过程中存在诸多不公平的问题,必须进一步改革和优化高等教育成本分担机制,促进和实现教育公平。

| Abstract: | The policy of cost sharing in higher education is beneficial to educational fairness in terms of educational opportunities,activities and achievements.Due to some unfavorable conditions of the China's higher education,however,unfairness in many aspects has been brought about during the exercise of the cost sharing policy.Therefore,more efforts should be put to reform and optimize the policy in order to promote and realize educational fairness in China. |
