| 摘 要： | 随着转基因生物技术的迅速发展，技术创新所固有的不确定性以及环境外部性促使各国对其进行规制；而对转基因技术及其社会影响的不同理解，又导致各国对基因修饰生物技术的规制出现了很大的差异；从其发展趋势来看，未来生物技术产业规制发展的基本趋势主要集中在国际贸易管理、规制过程的透明度、标签制度和市场后监督等方面。

| Abstract: | With the rapid development of transgenic biotechnology, the inherent uncertainty of technological innovation and the externality of environment impel most countries to regulate transgenic technology itself. However, because of different understandings of transgenic biotechnology's influencing on society, there are big differences between regulations in different countries. The paper indicates that the trend of regulation focus on the international trade administration, transparency of regulatory process, label system, post-market surveillance, and others. |
