| 摘 要： | 对我国产学研协同创新基础进行阐述,运用系统基模分析方法构建在协同创新中可能出现的“意外之敌”系
统基模,提出政府参与建立合作机制的“杠杆解”。产学研协同创新是企业方和学研方进行博弈的过程,政府通过推动
者、协调者、保障者、监督者和评估者的角色扮演,起着推动、沟通协调、保障监督和评估反馈的作用。

| Abstract: | This paper analyzes the basis of the collaborative innovation in China, constructs "an unexpected
enemy" system model with the methods of System Archetype Analysis, and puts forward the leverage solution
of establishment of collaborative mechanism by the government's participation. Resultingly industryuniversity-
research collaborative innovation is a game process between the enterprises and the universityresearch
institutes, government agents should play the role of pusher, coordinator, indemnitor, supervisors and
evaluators respectively, then can form the join force to promote the collaborative innovation. |
