| 摘 要： | 黄河下游的广大滩区，是由于黄河数次的泛滥以及过水，逐渐淤积造就的．很多年以来，滩区一直重复着被淹一退水一再淹没的过程，致使滩区经济发展受到很大制约．根据黄河中下游洪水水位变化规律和特征、黄河下游来水来沙特点，以及滩区的开发利用现状，分析了黄河下游滩区的社会经济发展、生态保护和安全保障方面的问题，并提出了在新世纪、新的形势下，下游滩区发展的一些策略．

| Abstract: | The large part in the lower of the Yellow River is filled up during the process of flood and runoff gradually.Since many years,the floodplain area repeated the process,flooded-recession-flooded which not only bringing so much losing,but also restricting its development.According to the rules and characteristics of flood stage and water-sands trait from the midstream and downstream of Yellow River and the actuality of the development of lower floodplain area,this paper analyzes a series of problems existing in the lower floodplain such as society economy development and biological protection and security safeguard,and advances some strategies in the new century and environment. |
