| Abstract: | Social assistance is an integral part and essential mean of social security system. It is usually seen as the necessary responsibilities and obligations. This article analyzes the questions such as the necessity of governmental responsibilities, expression etc. in the social assistance system, and further discusses the reasonable position of the Government＇s responsibilities in social assistance. |
