| 摘 要： | 人的全面发展其实质是追求基本素质的全面发展，个性发展是在基本素质全面发展基础上爱好特长的和谐发展。个性发展应符合人类基本价值准则，个性发展不等于背离集体，不等于个人主义。全面发展不等于平均发展，不等于不要个性。教育实践中，应当在基本素质全面发展的基础上发展个性。同时以个性的和谐发展推动人的全面发展。

| Abstract: | All-round development is in nature the all-round development of essential quality, and individual character development is the harmonious development of the personal hobbies and skills on the basis of the all-round development of essential quality. Individual character development should accord with the fundamental human values, which doesn't mean to deviate from the collective nor to be an individualist. All-round development is not characterless development, either, nor should it deny personality. In practice, individual character should be developed on the basis of the all-round development of essential quality, while promoting the all-round human development by means of harmonious development of individual character. |
