| Abstract: | This paper elaborates on the developments in the reforms aimed at enhancing performance of U. S. federal labs and applied measures hitherto, and on the legal ground of the reform Government Performance and Results Act of 1993. It is particularly devoted to detailed analysis of the evaluation methods applicable in the process of lab evaluation and appraisal. Based on this analysis, it further puts forward some proposals on improving lab management in China. |
