| Abstract: | During the process of ruling the country according to law, the nongovernmental basis of ruling by law is very important. Without the solid nongovernmental basis of ruling by law, ruling the country according to law will not come true. Because of the influence of history and tradition in China, the nongovernmental basis of ruling by law is very weak. It needs special cultivation. We can strengthen the construction of system through education, and therefore cultivate the solid nongovernmental basis of ruling the country according to law. |
