| 摘 要： | 新时期西部地区面临着既要加快经济发展，又要治理和保护生态环境，确保生态环境安全的双重任务和两难选择。西部地区要走生态与经济双赢的道路。理性的选择是以经济发展生态化为目标转变经济发展方式，把社会经济发展和生态环境建设有机结合起来。西部地区要实现经济发展方式转变，必须要把发展的经济价值、生态价值与人文价值协调与统一起来；要以发展循环经济为载体，建立西部生态与经济协调发展的互动机制；还应该重构和完善科学的政绩考核标准和评价机制，为经济发展方式转变提供保障。
