| 摘 要： | 治理理论为我国公立高校内部权力研究提供了独特的分析视角，公立高校治理所要关注的问题是什么样的权力分配制度能有效保证大学目标和理念得以实现。政治权力、行政权力与学术权力是公立高校的三大权力存在形式，通过从权力资源配置的角度切入，形成公立高校“三权”三维研究空间，解构和构建中国公立高校权力整合机制，提出公立高校内部权力中心下移，三权分立及“三A”的优化重组原则，以及三权权力资源重新配置整合的路径和框架。
