| 摘 要： | 20世纪70年代末开始的在全国范围内全面启动部门预算编制的改革,实现了转型期公共财政支出管理的第一次飞跃,为经济社会持续、快速、科学地发展作出了积极的贡献。今天,根据新的发展形势,有必要在全国创建财政绩效预算管理制度,以实现公共财政支出管理的第二次飞跃。

| Abstract: | Since the 1970's the reform of authorization budgeting system has been implemented nation-wide. This has greatly improved the management of public expenditure during the transitive period and has contributed actively to the socioeconomic development steadily, rapidly and scientifically. Based on the present developmental trends, it's necessary to establish the performance budgeting system so as to further improve the management of public expenditure. |
