| 摘 要： | 目前高校基层党组织设置存在支部党员规模太大或党支部数过多的问题,制约了支部作用的发挥。针对这些问题,可以建立一种三级组织结构,并通过制度创新、提高党建队伍管理水平、完善内涵建设等方面促进高校基层党组织结构的优化。

| Abstract: | There are problems with the installation of the basic party organizations in university presently： the scope or number of the party branch so large that the function was limited. To solve these problems, the structure of the third class should be established. The system innovation, improve management level of party affairs worker troop and perfect the inner construction and so on may help to promote the structure optimization of the basic party organizations in university. |
