| 摘 要： | 学术界关于国民党基层组织的研究方兴未艾,从基层党政关系入手进行探究,认为国民党基层建设方面存在以下缺陷:党政权力链条在纵向、横向上存在断裂、城市和农村党政组织建设比例失调,正是这样的缺陷造成了国民党基层权力的"真空化"。而造成如此缺陷的原因则是:(1)国民党意识形态的缺陷;(2)组织制度的缺陷;(3)清党运动造成的权力断层。通过以上分析,我们看到国民党基层统治的困乏,其结果是形成了"上层国民党、下层共产党"的政治局面,这一局面产生的影响有:政治统治的合法性基础流失、政治统治的效力式微和政党竞争处于劣势。进而对中国近代的政治格局的演变产生了深远意义。

| Abstract: | Academic research is about the kuomintang organizations at the grass-roots level, this article obtains from the grass-roots party and government relations, The kuomintang at the grassroots level construction has the following defects： Party and government power chain exists in the longitudinal and transverse fracture, Urban and rural party organization construction imbalance, It is this defect caused by the kuomintang power at the grass-roots level ＂vacuum＂. And the cause of such defects are： （1） the kuomintang （KMT）, the defects of ideology; （2） the defects of the system of organization; （3） clear the movement caused by the fault of power. Through the above analysis, We saw the kuomintang rule at the grass-roots level of fatigue, As a result, the formation of the ＂upper the kuomintang （KMT）, the lower the communist party＇s＂ political situation, Impact of this situation arising are： the loss of legitimacy of political rule basis, the effectiveness of the decline of political domination and competition of political parties at a disadvantage. Further evolution of the political landscape of modern China has had a profound significance. |
